Կրթության և գիտության նախարար Լևոն Մկրտչյանը հայտնել է, որ «Բարձրագույն կրթության մասին օրենքում» ամրագրվելու է կետ, համաձայն որի պետական պաշտոնյաներն այլևս իրավունք չեն ունենալու դառնալ Բարձրագույն ուսումնական հաստատության կառավարման խորհրդի անդամ։ Սա, ըստ էության, եզրաքարային կետ կարող է դառնալ բուհերի ազատականացման և բարձրագույն կրթության ոլորտում առողջ մթնոլորտի ձևավորման տեսանկյուններից։ Ըստ էության, մինչ այժմ հայաստանյան առաջատար բարձրագույն կրթական հաստատությունների կառավարման կամ հոգաբարձուների խորհուրդների ղեկավարներն են ընտրվել պետական բարձր պաշտոններ զբաղեցնող անձինք։ Արդյունքում, կամա թե ակամա, բուհական միջավայրը անհարկի քաղաքականացվել է։

Հասկանալի է, որ պաշտոնյայի ներկայացվածությունը բուհի կառավարման խորհրդում ինքնաբերաբար սահմանափակում է հաստատության ինքնուրույն քաղաքականություն վարելու հնարավորությունները և բերում է նրան, որ բուհը պարզապես վերածվում է այս կամ այն կուսակցության գիծն իրականացնող մարմնի։ Նման իրավիճակը շղթայական ռեակցիայով հասնում է մինչև ուսանողական և գիտական խորհուրդներ, որոնք պարզապես ոչնչացնում են ուսանողության՝ որպես առանձին և անկախ հասարակական խավի ձևավորումը։

Պետք է արձանագրել, որ ուսանողությունն հասարակության այն հատվածն է, որն առավելապես պետք է ներգրավված լիներ երկրի կյանքում տեղի ունեցող հասարակական–քաղաքական գործընթացներում, սակայն միաժամանակ նաև փաստ է, որ հայաստանյան ներկայի ուսանողությունը պարզապես զրկված է սեփական դեմքից և սա առավելապես պայմանավորված է բուհերում պետական իշխանության չափից ավելի ներկայացված լինելուց։ Թերևս գաղտնիք չէ, որ ուսանողական կազմակերպությունները և ուսանողական խորհուրդները հանրապետականացված են և, ըստ էության, այս կազմակերպությունները տարբեր անհատների կողմից դառնում են ցատկահարթակներ քաղաքականություն մտնելու համար։

Չմոռանանք որ Էդուարդ Շարմազանովը, Արմեն Աշոտյանը, Կարեն Ավագյանը և բազմաթիվ այլ հանրապետական գործիչներ իրենց կարիերան սկսել են որպես ուսխորհուրդների նախագահներ։

Այս տեսանկյունից հնարավոր չէ և նպատակահարմար էլ չէ որևէ կերպ սահմանափակել ուսանողների քաղաքական գործունեությունը, ավելին` ուսանողությունը պետք է հնարավորինս ակտիվ լինի այս դաշտում, սակայն ներկայում կուսակցականացված ուսխորհուրդների առկայությունը մտորելու տեղիք է տալիս, որ այս կազմակերպությունները թիրախային են իշխանության կուսակցության համար, քանի որ անհրաժեշտության դեպքում իշխանությունն օգտագործում է այն որպես հավելյալ ռեսուրս։

Ուստի ուսանողությունը պետք է առավելագույնս ազատ լինի պետական իշխանության հնարավոր բոլոր ճնշումներից, քանի որ վերջիվերջո, հասարակական հենց այս խավից են դուրս գալու ապագայի պետական գործիչները, ովքեր ցանկալի է, որ ձևավորվեն ոչ թե կուսակցական կարիերիզմի արդյունքում, այլ իրական, այսպես ասած, մրցակցության պայմաններում։ Կընդունվի, արդյոք, ԿԳ նախարարի ներկայացրած դրույթը և կստանա այն օրենքի ուժ, պարզ կդառնա առաջիկայում, սակայն ակնհայտ է, որ ներկայացված հոդվածը պետք է լինի առաջին քայլը բուհական հաստատություններն ավելորդ կուսակցականացումից ապահովագրելու համար։
