Նոյեմբերի 31–ին ՕՊԵԿ–ի անդամները Վիեննայում համաձայնության եկան՝ օրական 1 մլն 200000 բարելով նվազեցնել նավթի ադյունահանման ծավալները, որպեսզի այն չգերազանցի 32 մլն 500000 բարելը: Սա պատմական համաձայնություն է որակվում փորձագիտական շրջանակներում, որովհետև մինչ այդ տեսակետ կար, թե Իրանն ու Սաուդյան Արաբիան, օրինակ, երբևէ ընդհանուր հայտարարի չեն գա նույն սեղանի շուրջ: Հատկապես, որ Սաուդյան Արաբիային պարտադրվում էր նավթի արդյունահանման ծավալը նվազեցնել 480000 բարելով, Իրաքին՝ 210000–ով, ԱՄԷ–ին՝ 139000–ով, Քուվեյթին՝ 131000–ով, իսկ Իրանը վերադառնում էր երբեմնի 3 մլն 975000 բարել ծավալներին, ինչի առիթով սաուդիները շանթ ու որոտ էին տեղում:
 
Բայց համաձայնությունն անսպասելիորեն կայացավ, և դրա առաջին արձագանքը Նյու Յորքի սակարանում արձանագրվեց, երբ նավթի գները միանգամից 10%–ով բարձրացան՝ կազմելով $53: Ընդ որում սպասվում է, որ առաջիկայում նույնպես գները կավելանան և արհեստականորեն աղճատված շուկան կկարգավորվի:
 
Մյուս կողմից էլ Արևմուտքում հետին թվով մտահոգություն է տիրաժավորվում (Reuters–ն, օրինակ, շատ մեծ վերլուծություն է այս մասին երեկ հրապարակել), ըստ որի՝ համաձայնությունը կայացվել է ՌԴ միջնորդությամբ, Պուտին–սաուդյան արքայազն Մոհամմադ հանդիպման և Պուտին–Ռուհանի հեռախոսազրույցի արդյունքում, ինչը վկայում է Մերձավոր Արևելքում աճող ռուսական ազդեցության մասին, և ինչի արդյունքում ռուսական տնտեսությունն ավելի արագ ոտքի կանգնելու հնարավորություն կստանա: Թեպետ ռուսները նույնպես կանգնած են նավթի արդյունահանման կրճատման ցավոտ խնդրի առաջ:
 
 
Միակ խնդիրը, փաստորեն, Իրաքն է առաջացրել, որովհետև Նավթի նախարար Ջաբար Ալի ալ–Լաիբին հայտարարել է, թե չի կարող երկիրը պայքարել ԴԱԻՇ–ի դեմ, եթե կրճատի նավթի արդյունահանման ծավալները, սակայն ռուսները կարողացել են նաև նրան համոզել, և Լաիբիին այլ ելք չի մնացել, քան վերցնել հեռախոսն ու վարչապետ Հայդեր ալ–Աբադիին ներկայացնել իրերի իսկական դրությունը:
