ՀՀ արտաքին գործերի նախարար Էդվարդ Նալբանդյանը երեկ հանրապետության նախագահին զեկուցել է միջազգային կազմակերպություններում Հայաստանի ակտիվ ներգրավվածության ուղղությամբ արտաքին քաղաքական գերատեսչության կողմից իրականացվող աշխատանքների ընթացքի, առաջիկա անելիքների ու ձեռքբերումների, այդ թվում՝ օրերս Ֆրանկոֆոնիայի 16–րդ գագաթաժողովում կայացված որոշման համաձայն Հայաստանի կողմից միջազգային հեղինակավոր այդ կազմակերպության նախագահության ստանձնման, ինչպես նաև գագաթաժողովի եզրափակիչ բանաձևում ԼՂ հիմնախնդրի խաղաղ կարգավորմանը կազմակերպության անդամ պետությունների լիակատար աջակցության ամրագրման մասին:

Ոչինչ չասող այս հաղորդագրությունը վերաբերում է հերթական դեկլարատիվ ֆիկցիային։ Արդեն տհաճ են այն կոչերը, որոնք վերաբերում են ԼՂ հիմնահարցի խաղաղ կարգավորմանը։ Դա բոլորն են ասում, սակայն յուրաքանչյուրն ունի իր տեսլականը։ Մեր խնդիրը չէ այդ տեսլականի արտացոլումը։ Ավելի շատ կուզենայինք անդրադառնալ Նալբանդյանի գործունեությանը։ Բավական ժամանակ է արդեն, ինչ այս գործիչը դարձել է ֆեյսբուքյան օգտատերերի և թերթերի հումորային–ժամանցային անկյունների մշտական հերոսը։ Երբ օրվա ձանձրույթը ներխուժում է առօրյա, այն փարատելու համար մարդիկ հիշում են Նալբանդյանին և ավել ոչինչ։ Իսկ նման մոտեցման հիմքը տվել է հենց ինքը ՝ ՀՀ արտաքին հարցերի պատասխանատուն։ Նրա ուշացած արձագանքներն ամենատարբեր, կարևոր խնդիրների շուրջ, ինքնուրույն որևէ քայլ չկատարելու զարմանալի հատկությունը, ամիսների լռությունը տալիս են այդ հիմնավորումը։

Թվում էր թե, Հայաստանի նման երկրում, որն ունի բարդագույն հարաբերություններ հարևաններից առնվազն երկուսի հետ, գտնվում է ամենալարված տարածաշրջաններից մեկում, ԱԳ–ից եկող հաղորդագրություններն ու պաշտոնական դիրքորոշումները պետք է հորդեն հեղեղի նման։ Սակայն մենք ականատեսն ենք այլ, իրականությունից բացարձակ կտրված իրողության։ Ու սա, նախ և առաջ ոլորտի համար մեկ պատասխանատուի անձից է կախված։ Ընդհանրապես, եթե նայենք Նալբանդյանի իշխանավարության տարիները, ապա կտեսնենք, որ Հայաստանի միջազգային մեկուսացումն ավելի է խորացել, ԱԳ նախարարության գործառույթների մեծ մասը, հատկապես ՀԱՊԿ գործընթացներում, ԼՂ հիմնախնդրում, ՆԱՏՕ–ի հետ հարաբերություններում, կատարել է մեկ այլ գերատեսչություն՝ ՊՆ–ն։ Իսկ սա տալիս է տրամաբանական հարցերի շարան, որոնցից թերևս կարևորագույնն այն է, թե Նալբանդյանը կոմպետենտ է՞ իր զբաղեցրած պաշտոնին, թե ոչ։ Ցավոք, երկրորդ պարագայի հիմնավորումներն ավելի շատ են։

Ինչ մնում է վերը նշված գագաթաժողովին, ապա դա կարող է միայն ծիծաղ առաջացնել։ Թողած տարածաշրջանային լրջագույն խնդիրները՝ Իրանի հետ տնտեսական ու քաղաքական համագործակցությունը, ԼՂ հիմնախնդիրը, Թուրքիայի հետ հարաբերությունները, Վրաստանում առկա հայության խնդիրները, տեսեք թե հանդիպումների ինչ տպավորիչ շարք է անցկացնում Նալբանդյանն այդ գագաթաժողովին։ Եվ այսպես, նա դիվանագիտական հարաբերություններ է հաստատել Նիգերի հետ, հանդիպել է Մալիի արտգործնախարարին, Կոնգոյի արտգործնախարարի հետ քննարկել են Ֆրանկոֆոնիայի զարգացման հետ կապված հարցեր և այլն։ Հիրավի տպավորիչ է։ Իսկ եթե ավելի լուրջ վերաբերվենք այս ամենին, ապա պետք է փաստենք, որ ՀՀ ԱԳ գերատեսչությունն ունի վիրահատական կտրուկ միջամտության կարիք, այլապես ստացվել է հերթական պարապ հաստիքների ժողովածուն։
