Տնտեսության «ահավոր վիճակի» որակումից ու Կ.Կարապետյանի վարչապետի պաշտոնը ստանձնելուց հետո արդեն մոտ երեք ամիս է անցել: Ունենք նոր կառավորություն, որ փորձում է ինտենսիվ աշխատանք տանել հասկանալու համար, թե առկա իրավիճակը որքանով է վատ, որպեսզի հասկանա, թե ինչ առաջնահերթ քայլեր են պետք այս պահին «պլան մինիմումը» ապահովելու համար:

Նախկինում աննախադեպ քննադատական ու կոշտ որակումները որոշ պատկանների մարմինների գործունեության, որոշ ոլորտներում առկա մենաշնորհների, հարկային/մաքսային կառույցների աշխատանքների վերաբերյալ քայլ առ քայլ իրենց տեղը պետք է զիջեն կոնկրետ, հետևողական և ամենակարևորը՝ շոշափելի կարճաժամկետ արդյունքեր երաշխավորող քայլերին:

Ասել, որ դա հեշտ գործ է լինելու, սուտ կլինի: Ինչու՞...քանզի համակարգային խնդիրների ծավալն ու խորությունն այնքան մեծ է, որ դրանց աղբյուրներն ու արմատները հետազոտելու համար առավել շատ ժամանակ է պետք: Այստեղ ամենից կարևորը խնդիրների լուծման ժամանակ օբյեկտիվ իրավիճակի գնահատումն ու հստակեցումն է: Իսկ տեղեկատվության ու առկա խնդիրների բարձրաձայնման մասով հավանաբար պետք է խնդրի շահառու բոլոր կողմերի ներգրավվածությունը: Լրագրողներն օբյեկտիվորեն չեն կարող կրել այդ տեղեկատվությունը, ուստի անհրաժեշտ է ոչ միայն առավել հաճախ հանդիել ԶԼՄ-ների ներկայացուցիչների, այլ նաև ամեն ոլորտի պատասխանատուների աշխատակիցների ու շահառուների հետ՝ մոնիթորինգի տակ պահելով ձեռնարկված քայլերից հետո հնարավոր փոփոխությունները:

Միայն հետադարձ կապը հետազոտելով, ֆիլտրելով նրա սուբյեկտիվության չափաբաժինը և այն համադրելով պատկան մարմնի տեղեկատվության և իրականության հետ, հնարավոր կլինի ունենալ խնդիրների լուծումներ, տեսանելի արդյունքներ արձանագրել: Հակառակ դեպքում, եթե բարեփոխումների կոչերի իրականացման շոշափելի արդյունքները շատ ուշանան ապա կտուժի կառավարության նկատմամբ լեգիտիմության ու վստահության բաղադրիչը: Էնպես որ կարծես շտապել է պետք:
