ԵԱՏՀ-ն կարեւորում Է խոչընդոտների վերացումը ԵԱՏՄ-ի երկրների բիզնեսը հարկելիս

Եվրասիական տնտեսական հանձնաժողովը բիզնես- հանրակցության ներկայացուցիչների հետ բացատրական աշխատանք Է անցկացրել հարկային քաղաքականության եւ վարչարարության հարցերի, այդ թվում վարչական այն խոչընդոտների շուրջ, որոնք խանգարում են փոխադարձ առեւտրին Եվրասիական տնտեսական միության ներքին շուկայում: Ինչպես «Արմենպրես»-ին տեղեկացրել են ԵԱՏՀ-ի մամուլի ծառայությունից, դրան Էր նիվրված կլոր սեղանը, որը Երեւանում կազմակերպվել Էր ԵԱՏՀ-ի ֆինանսական քաղաքականության դեպարտամենտի եւ Հայաստանի արդյունաբերողների եւ ձեռնարկատերերի միության կողմից:
«Փոխադարձ առեւտրի հարկման առանձին ասպեկտների չըմբռնելը հաճախ տեղի Է ունենում Միության նորմատիվային իրավական բազայի այս կամ այն դրույթի շուրջ պետական մարմինների համապատասխան բացատրական աշխատանքի բացակայության պատճառով»,- ասել Է ԵԱՏՀ-ի ֆինանսական քաղաքականության դեպարտամենտի տնօրեն Տիգրան Դավթյանը:
Կլոր սեղանի մասնակիցները վերլուծել են այն խնդիրները, որոնք ծագում են Միության անդամ երկրներից Հայաստան արտահանում իրականացնելիս, իսկ բիզնեսի ներկայացուցիչները պատմել են ավելացված արժեքի հարկի զրոյական դրույքի տրամադրումից հրաժարվելու գոյություն ունեցող պրակտիկայի մասին: Այդպիսով, բիզնեսը փաստորեն հարկադրված Է կրկնակի վճարել ավելացված արժեքի հարկը, ինչը ԵԱՏՄ-ի մասին պայմանագրի 72-րդ հոդվածի նորմաների խախտում Է: Նմանօրինակ պրակտիկան բացառելու համար ԵԱՏՀ-ի նեկայացուցիչները հանձնարարել են ապրանքների առքուվաճառքի պայմանագրեր կնքե լիս պատասխանատվության միջոցներ նախատեսել արտահանողի վերաբերյալ անհրաժեշտ փաստաթղթեր չտրամադրելու կամ ժամանակին չտրամադրելու համար:
Զգալի ուշադրություն Է հատկացվել ներմուծման մասին Միության երկրների հարկային մարմինների միջեւ տեղեկատվության փոխանակման կատարելագործման հարցերին: ԵԱՏՀ-ի ֆինանսկան քաղաքականության դեպարտամենտը բիզնես-հանրակցությանը տվյալներ Է ներկայացրել ԵԱՏՄ-ում անուղղակի հարկերի գանձման, ապրանքների ներմուծման մասին հայտարագրերի լրացման եւ անուղղակի հարկերի վճարման, դրա կատարելագործման, տնտեսվարող սուբեյեկտներին ավելացված արժեքի հարկի վերադարձման ընթակարգերի պարզեցման հարցերի վերաբերյալ:
Կլոր սեղանի մասնակիցները քննարկել են Հանձնաժողովի եւ Միության երկրների բիզնես-հանրակցության հետագա համագործակցության պլանները փոխադարձ առեւտրում անուղղակի հարկերի գանձման համակարգի կատրարելագործման ոլորտում եւ եկել են այն եզրակացության, որ պաշտոնական անձանց եւ ԵԱՏՄ-ի գործընկեր երկրների բիզնեսի ներկայացուցիչների միջեւ ուղղակի երկխոսությունը կնպաստի Միության ներսում հարկային քաղաքականության, ինչպես նաեւ հարկման օրենսդրության եւ հարկային վարչարարության նպատակների ընհանուր ըմբռնմանը, նշվում Է ԵԱՏՀ-ի մամուլի ծառայության հաղորդագրության մեջ:
