Տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովի (ՏՄՊՊՀ) վերջին մի շարք որոշումները «Երևան գարեջուր» և «Գյումրի գարեջուր» ընկերություններին տուգանելու մասին, բավական հետաքրքիր զարգացումներ են խոստանում։ Ընդ որում պետք է շեշտել, որ այդ զարգացումներն առավելապես քաղաքական բնույթ են ստանում։ Խնդիրն այն է, որ «Երևան գարեջուր» ընկերությանը տուգանելու մասին որոշմանը բավական հետաքրքիր արձագանք տվեց վարչապետ Կարեն Կարապետյանը, ով կառավարության նիստում շեշտելով, որ հանձնաժողովը անկախ մարմին է, այնուամենայնիվ հորդորեց հանգիստ թողնել գարեջրի շուկան և անդրադառնալ առավել խնդրահարույց ոլորտներին։

Վարչապետի այս հորդորին հաջորդեց արդեն ՊԵԿ տարածած հայտարարությունը առ այն, որ բանանի ներկրման համար «անհայտ անձինք» խոչընդոտել են տնտեսվարողին, վերջինս էլ ՊԵԿ–ի աջակցությամբ լուծել է այդ խնդիրը։ Մի կողմ թողնելով այն հարցը, թե ովքեր էին այդ անհայտ անձինք, հայտնի դարձան նրանք, թե ոչ, պատասխանատվության ենթարկվեցին, թե ոչ, հարկ է անդրադառնալ ՊԵԿ–ի այս հայտարարության նրբերանգներին։ Անշուշտ, հնարավոր է, որ ՏՄՊՊՀ–ի տուգանքի որոշման և ՊԵԿ–ի հայտարարության հաջորդականությունը պատահականություն է, սակայն մյուս կողմից նման պատահականությունը միշտ էլ ոչ պատահական է լինում։ Խնդիրն այն է, որ ՊԵԿ ղեկավարը Կարեն Կարապետյանի ամենավստահելի գործընկերներից մեկն է և վարչապետի կողմից Արտակ Շաբոյանին ուղղված հորդորից հետո, տպավորություն է ստեղծվում, որ վարչապետը ՊԵԿ ղեկավար Վարդան Հարությունյանի միջոցով ցանկանում է ցույց տալ կամ «սովորեցնել» Շաբոյանին, թե ինչպես պետք է աշխատել։

Այս զարգացումների ֆոնին առավել հետաքրքիր էր դառնում արդեն ՊԵԿ հայտարարությունից հետո ՏՄՊՊՀ տարածած հայտարարությունն այն մասին, որ ռուսական շուկայում արհեստականորեն խոչընդոտվում է «Դուստր Մարիաննա» ընկերության գործունեությունը։ Հասկանալի է, որ ռուսական շուկայի դեմ ուղղված ցանկացած քայլ կամ հայտարարություն անուղղակիորեն հանգում է Կարեն Կարապետյանին, քանի որ վերջինս, ընդունված է ասել, որ ռուսական էսթաբլիշմենտի ներկայացուցիչ է։ Այս անուղղակի «պատերազմը» իշխանության երկու տարբեր օղակների միջև հետաքրքիր իրավիճակ է խոստանում, քանի որ այս պարագայում հետաքրքիր կերպով կարող է շահող դուրս գալ հանրությունը։ Բանն այն է, որ ներիշխանական այս մրցակցությունը ակամայից կարող է բերել երկրում տնտեսական մրցակցության պաշտպանվածության առավել բարձր մակարդակի, ընդ որում դա կարող է տեղի ունենալ իշխանության կամքից անկախ, քանի որ սովորաբար ներիշխանական մրցակցությունները դժվար կառավարելի են իշխանության վերին էշելոնների կողմից։ Անշուշտ, նման իրավիճակը ենթադրում է նաև տարատեսակ քաղաքական ինտրիգներ, գուցեև սկանդալներ, սակայն միանշանակ է, որ հանրային շահի առկայության դեպքում այդ գործընթացները մեծ հաշվով ընդունելի են դառնում։

Մյուս կողմից այս իրավիճակը կարող է վերածվել տարատեսակ ամբիցիաների պայքարի, որն անշուշտ, չի կարող դրական հետևանքներ ունենալ հանրային շահի տեսանկյունից և կարող է վերածվել հասարակ անհատների մրցակցության, որը բացարձակ անարդյունք է և՛ հանրային շահի, և՛ ազատ տնտեսական միջավայրի ձևավորման տեսանկյուններից։
