Մեր երկրում գործատու-աշխատող հարաբերությունները, բացառությամբ մեկ-երկու տասնյակից ոչ ավել միջազգային կազմակերպությունների և հատուկենտ տեղական ընկերությունների, մեծապես կարգավորվում են «ստրկատիրական» հարաբերությունների ոգով ու տրամաբանությամբ։

Աշխատանքային պայմանագիրը, եթե այն իհարկե կա, որևէ կերպ չի կարգավորում գործատու-աշխատող հարաբերությունների որևէ նորմ՝ փոխպարտավորությունների կտրվածքով, աշխատողի իրավունքների իրացման առումով կամ առնվազն աշխատողների աշխատանքային շահագործման կանխարգելման համար։

Որպես կանոն՝ աշխատանքային ժամերն այլևս մեր երկրում միջին օղակի աշխատողի համար սահմանված է օրական 10-12 ժամ՝ 6-օրյա աշխատանքային շաբաթով։ Արդյունքում՝ միջին վիճակագրական աշխատակիցը, եթե բախտ է վիճակվում ունենալու աշխատանք, ապա այդ աշխատանքի մեջ է գտնվում նվազագույնը շաբաթական 60 ժամ, թեպետ ՀՀ Աշխատանքային օրենսգրքով աշխատանքի նորմալ տևողությունը սահմանված է շաբաթական 40 ժամ (օրական՝ առավելագույնը 8 ժամ), իսկ արտաժամյա աշխատաժամանակը չի կարող գերազանցել շաբաթական 48 ժամը: Ստացվում է՝ աշխատողներն իրենց «բնականոն» աշխատանքի մեջ արդեն իսկ 50 տոկոսով գտնվում են արտաժամյա աշխատանքային ռեժիմում։ 


Եվ սա դեռ ամենը չէ․ աշխատանքային 10-12 ժամյա օրական գրաֆիկով տվյալ աշխատողները վարձատրվում են ՀՀ օրենսդրությամբ սահմանված նվազագույն աշխատավարձից չնչին տարբերությամբ մի դրույքաչափով՝ 60, 80 կամ լավագույն դեպքում՝ 120 հազար ՀՀԴ։ 

Եվ մեր երկրում չկա մի գերատեսչություն, որի խնդիրն այսպիսի երևույթների կանխարգելումն ու տեսչական այցերի միջոցով բացահայտելն ու անբարեխիղճ գործատուներին կարգի հրավիրելը կլինի․ արհմիությունները վաղուց ձևական բնույթ են կրում և մատնված են տոտալ անգործության, իսկ ժամանակին գործող Աշխատանքի տեսչությունը, որքանով էլ որոշ չափով կատարում էր այս խնդիրը, լուծարվել և միաձուլվել է Հարկային տեսչությանը։ Իսկ վերջինիս գերխնդիրն այսօր բացառապես բյուջեի մուտքերն ապահովելն է, ոչ ավելին։

Ամենօրյա ձեր գնումների ժամանակ, սպասարկման տարբեր ոլորտներում ծառայություններից օգտվելիս կամ պարզապես երեկոյան որևէ հաստատություն մուտք գործելիս մի ակնթարթ նայեք ձեզ սպասարկող անձնակազմի ընդհանուր կեցվածքին ու հոգեվիճակին, և ամեն ինչ հստակ կլինի։ 

Ահավասիկ, պրն վարչապե՛տ․ կոնկրետ լուծումներ թելադրելու և հանրության համար օգտակար կես-քայլ անելու ոլորտ, որի մասին, վստահ եմ, Ձեր շրջապատում որևէ մեկը չի խոսի, չի անդրադառնա, և ընդհանրապես, չի էլ հիշատակի, քանի որ նույն այդ գործատուների գերակշիռ մասի վերևներում հենց իրենք էլ կանգնած են։
