Պարարտանյութերի մատակարարման ծրագիրը մրցույթով անցկացնելու դեպքում կարող էր խնայվել ավելի քան 1,5 միլիարդ դրամ. ՏՄՊՊՀ

 ՀՀ տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովը գյուղացիական տնտեսություններին պարարտանյութերի մատակարարման ոլորտում խախտումներ է արձանագրել: «Արմենպրես»-ի հաղորդմամբ` հանձնաժողովի կողմից կատարված ուսումնասիրությունների արդյունքում պարզվել է, որ 4 տարի շարունակ՝ 2012-2016 թվականներին, պետական աջակցության ծրագրի շրջանակում ազոտական պա րարտանյութի մատակարար է հանդիսացել «Մասիսի բերրիություն» ընկերությունը: Նախորդ տարի «Մասիսի բերրիությունը» մատակարարել է, ընդհանուր առմամբ ,32 հազար 720 տոննա պարարտանյութ, ինչի դիմաց ընկերությանը տրամադրվել է 2 մլրդ 48 մլն դրամ պետական սուբսիդիա, ևս 204 մլն դրամ դրամաշնորհ՝ մարզերի մատակարարումների  համար, ինչպես նաև 3 մլրդ  992 մլն  դրամ բյուջետային վարկ՝ 0,001 տոկոս տոկոսադրույքով: Արդյունքում, ազոտական պարարտանյութի 1 տոննան գյուղացիական տնտեսություններին իրացվել է 120 000 դրամով:

Հանձնաժողովը պարզել է, որ «Մասիսի բերրիությունը» ազոտական պարարտանյութի 1 տոննան Վրաստանից ձեռք է բերել շուրջ 323 ԱՄՆ դոլարով: Մինչդեռ մեկ այլ ընկերություն՝ «Գրինպրոդուկտ» ՍՊԸ-ն, որը ներգրավված չէ պարարտանյութի մատակարարման ծրագրում, նույն տեսակի 1 տոննա պարարտանյութը նույն երկրից ձեռք է բերել 239 ԱՄՆ դոլարով, այսինքն՝ 26%-ով ավելի էժան: Ստացվում է, որ պետությունը ստիպված է եղել հավելյալ գումարներ վճարել «Մասիսի բերրիությանը»: «Մեր հանրապետության վարչապետի մոտեցումն այնպիսին է, որ պետական աջակցության ծրագրերը և պետակ ան գնումների համակարգն ընդհանրապես պետք է գործեն բաց, թափանցիկ և արդար մրցույթների միջոցով: Հետևապես, Հանձնաժողովը կլինի խիստ հետևողական՝ առավել խիստ վերահսկողություն իրականացնելու և այս առումով խնդիրների լիարժեք  լուծմանն ու կարգավորմանը հասնելու նպատակով»,-ասաց  ՀՀ  ՏՄՊՊՀ  նախագահ Արտակ  Շաբոյանը:

 ՏՄՊՊՀ-ի կողմից կատարված հաշվարկների համաձայն, պարարտանյութերի մատակարարման ծրագիրը մրցույթով անցկացնելու դեպքում պետությունը կարող էր խնայել ավելի քան 1,5 միլիարդ դրամ:

Հանձնաժողովի ուսումնասիրությունները փաստում են նաև, որ այն ընկերությունը, որը մասնակցում է տվյալ ծրագրին, մրցակցային առավելություններ է ստանում մյուսների  համեմատ: Խնդիրն այն է, որ պետությունը տվյալ ընկերությանը նախապես տրամադրում է անհրաժեշտ դրամական միջոցներ և ապահովում ազոտական պարարտանյութի երաշխավորված պահանջարկ: Մինչդեռ նույն գործունեությամբ զբաղվող այլ տնտեսավարողները ստիպված են լինում աշխատել սեփական գումարներով, և ապրանքը ներմուծում են առանց իրացման ծավալների վերաբերյալ հստակ կանխատեսումների և երաշխիքների:  ՀՀ ՏՄՊՊՀ-ն առաջարկում է պարարտանյութի մատակարար ընկերության ընտրությունը այսուհետև իրականացնել բաց և հրապարակային մրցույթների միջոցով:

Այդ  դեպքում հնարավոր կլիներ թե պարարտանյութը գյուղացիներին տրամադրել ավելի քան 36 տոկոսով ցածր սակագնով և թե պետական միջոցներն օգտագործել առավել արդյունավետ:
