ԱԺ կանոնակարգ-օրենքի նախագծում ամրագրվել է քաղաքացիներին ընդունելու պատգամավորի պարտավորությունը

Ազգային ժողովի կանոնակարգ-օրենքի նախագծով սահմանվել է, որ պատգամավորը պարտավոր է քաղաքացիների ընդունելություն կազմակերպել: Խորհրդարանում Ազգային ժողովի կանոնակարգ-օրենքն առաջին ընթերցմամբ ընդունելու հարցի քննարկման ժամանակ այս մասին ասաց հիմնական զեկուցող, ՀՀԿ խմբակցության պատգամավոր Հովհաննես Սահակյանը՝ պատասխանելով պատգամավոր Տիգրան Ուրիխանյանի հարցին: «Իսկապես մենք շատ ենք կարևորում քաղաքացիներին ընդունելու պատգամավորի պարտականությունը, և ես շնորհակալ եմ պարոն Ուրիխանյանին նման առաջարկ ներկայացնելու համար: Այո, մենք սահմանել ենք քաղաքացիներին ընդունելու պատգամավորի պարտականություն: Ես հանձնաժողովում քննարկումների ժամանակ էլ նշել եմ, որ քաղաքացիների ընդունելությունը պատգամավորի սուրբ գործն է: Պատգամավորը պարտավոր է ականջալուր լինել քաղաքացիների խնդիրներին»,- «Արմենպրես»-ի հաղորդմամբ՝ նշեց Սահակյանը:

 Անդրադառնալով Տիգրան Ուրիխանյանի դիտարկման, որ հարկավոր է նախագծում հստակ մեխանիզմներ ամրագրել, որ պատգամավորը պարտավորություն զգա պատասխանել նաև քաղաքացիների գրավոր դիմումներին և նամակներին՝ Հովհաննես Սահակյանն ընդգծեց, որ այդ նամակներին և դիմումներին պատասխանելու կարգը հստակ սահմանված է: «Եթե դրանք չբավարարեն, մենք կարող ենք լրացուցիչ քննարկումներ կազմակերպել և հասկանալ, թե ինչպես ենք այդ հարցը կարգավորում»,- ասաց Հովհաննես Սահակյանը:

Տիգրան Ուրիխանյանը նաև հավելեց, թե կանոնակարգի նախագծում նշված է, որ օրենքների նախագծերի քննարկման ժամանակ պատգամավորների ելույթների համար տրվելու է 5 րոպե ժամանակ՝ ընդգծելով, որ 5 րոպեն քիչ ժամանակ է ելույթի համար: Նա խնդրեց վերանայել այդ դրույթը և պատգամավորներին ելույթների համար գոնե 7 րոպե ժամանակ տալ: Հովհաննես Սահակյանը խոստացավ այդ հարցին անդրադառնալ:
