ԱՆ-ն առժամանակ դադարեցրել է ընտանեկան բռնության մասին օրենքի նախագծի քննարկումները

Հրանտ Մելիք-Շահնազարյանը ֆեյսբուքյան իր էջում գրում է.

ՀՀ Արդարադատության նախարարությունն առժամանակ ետ է կանչել «Ընտանեկան բռնության կանխարգելման և դրա դեմ պայքարի մասին» ՀՀ օրենքի նախագիծը։ Նման որոշման հիմքը հասարակական տարբեր շերտերում առաջացած մտահոգություններն էին։ Գերատեսչությունը պլանավորում է առաջիկայում լայնամասշտաբ հանրային քննարկումներ սկսել, որից հետո ստացված առաջարկների հիման վրա լրամշակված նախագիծ հրապարակել։

Կարծում եմ՝ սկզբի համար վատ չէ։ Իհարկե, այդ հանրային քննարկումները կարող են նաև շատ երկար տևել, բայց հիմա կարևոր է, որպեսզի հասարակության դժգոհությունը շատ գրագետ և ճիշտ ձևակերպվի, որպեսզի նախարարությունում հստակ հասկանան, թե կոնկրետ ինչին ենք դեմ, և ինչ պետք է անել, որպեսզի հայ ընտանիքին սպառնացող և ոչ մի դրույթ հանկարծ օրենքի ուժ չստանա մեր երկրում։ Վստահ եմ՝ այս հարցով մտահոգ բոլոր ընկերներս շատ հետևողական կլինեն և հնարավորինս հասկանալի, առանց ավելորդ էմոցիաների կհիմնավորեն բոլորիս մտավախությունների ճշմարտացիությունը։ Ես ինքս շատ ուշադիր հետևելու և մասնակցելու եմ թեմայի քննարկումներին, նաև տեղեկատվական հարթակներ տրամադրելու բոլոր այն մարդկանց, ովքեր փաստարկված կներկայացնեն օրենքի՝ արդեն նախկին նախագծի բոլոր վտանգները։

Անցած երկու օրերին արդեն շատ հանդիպումներ եմ ունեցել այս թեմայով։ Հարցի բուն էությունից բացի՝ այս ընթացքում նաև հասկացել եմ, որ իրավաբաններն ու հասարակության մնացած մասը իրար հետ «տարբեր լեզուներով» են խոսում, ինչի արդյունքում անհասկացության էլ ավելի մեծ մթնոլորտ է ձևավորվել։ Հուսով եմ՝ հանրային քննարկումների դեպքում (եթե դրանք իրոք լինեն) իրավաբանները մի քիչ ավելի «մարդկային» :)

լեզվով կձևակերպեն իրենց մտքերը, իսկ մնացածը՝ առավել փաստարկված։ Այնժամ բոլորս իրար ավելի լավ կհասկանանք ու հաստատ ճիշտ լուծումներ կգտնենք))))։ Թերևս դեռ այսքանը։ Բոլորին բարի աշխատանքային օր եմ մաղթում։

P.S. Վայրկյան անգամ չէի կասկածում, որ Arpine Hovhannisyan-ը ճիշտ կգնահատի թե՛ իրավիճակը, թե՛ մարդկանց հույզերն ու մտավախությունները և թե՛օրենքի նախագծում առկա վտանգները։ Բրավո, տիկի՛ն նախարար։
