«168 ժամ» թերթը գրում է. «Հանրապետական կուսակցության համագումարն ու դրա ընթացքում ՀՀԿ նախագահ Սերժ Սարգսյանի ելույթը, ի թիվս բազմաթիվ շերտերի, իսկ գուցե ոչ թե՝ ի թիվս, այլ առաջին հերթին՝ խաղի կանոնների, դե ֆակտո գոյություն ունեցող կանոնի արձանագրում էր։ Ընտրություններից առաջ ու ընտրություններին ընդառաջ։ Կանոնը՝ ՀՀԿ-ի ոչ միայն ֆորմալ ու ոչ միայն ներկա իշխող լինելու հանգամանքն է, այլ նաեւ ընտրություններում նրա դոմինանտության պահպանման հաշվարկը։

Համոզմունքի նման ներկայացվող հաշվարկը։ ՀՀԿ համագումարում հնչած բոլոր ելույթներում 2017-18 թվականների մասին խոսվում էր այնպիսի հնչերանգով, կարծես ՀՀԿ-ի հաղթանակը 100 տոկոսով երաշխավորված ու ապահովված է։

Հասկանալի է՝ դա նաեւ քարոզչական հնարք է։ Սակայն շաբաթ օրը հնչած ելույթներից ու մարզահամերգային համալիրում թեւածած մթնոլորտից այնպիսի տպավորություն էր ստեղծվում, որ ՀՀԿ-ի ու ՀՀԿ-ականների համար դա ոչ միայն, իսկ գուցե ոչ այնքան՝ քարոզչություն է, այլ հոգեբանություն, ինքնաներշնչանք՝ անկախ ամեն ինչից ընտրություններում հաղթելու ու իշխանությունը շարունակելու վերաբերյալ։ Դա, իհարկե, բազմաթիվ օբյեկտիվ ու սուբյեկտիվ պատճառներով ձեւավորված ու արմատացած հոգեբանություն է, որը վտանգավոր հոգեբանություն է, որովհետեւ առանց այն էլ ճահճացած իշխանությունն էլ ավելի ճահճացնող հոգեբանություն է ու հասարակությունից առանց այն էլ կտրված իշխանությունն էլ ավելի կտրող հոգեբանություն է։

ՀՀԿ-ի համագումարի այդ տոնայնությունը նաեւ Հայաստանում ընդդիմության ֆունկցիոնալ բացակայության կամ կիսատության կամ անլիարժեքության կամ անգործության վկայությունն էր։

Տարիներ շարունակ, մինչեւ վերջին շրջանը, քաղաքական օրակարգը կամ էականորեն ձեւավորվում էր ընդդիմության կողմից, կամ նվազագույնն ընդդիմությունն այդ օրակարգի վրա զգալի ազդեցություն էր ունենում՝ պարտադրելով իշխանությանը հաշվի նստել դրա հետ։ Հիմա փոխվել է նաեւ այդ կանոնը։

Կամ փոխվել է այդ կանոնը, դրա համար փոխվել է մնացած ամենայնը։ Ընդդիմությունն այլեւս ոչ միայն թեկուզ աննշան չափով չի ազդում քաղաքական օրակարգի ու զարգացումների տրամաբանության, ընթացքի վրա, այլ գրեթե ամբողջությամբ տեղավորվում է իշխանական օրակարգի շրջանակներում։ Այս ընթացքի շարունակությունը պետության համար միայն վտանգավոր է ու միայն կործանարար է, որովհետեւ էլ ավելի է նպաստելու իշխանության, իշխող կուսակցության ու պետության նույնականացմանը, ինչի ցուցադրություն էր նաեւ ՀՀԿ-ի վերջին համագումարը։

Այդուհանդերձ, որքան էլ այսօր կարող է թվալ, որ ամեն ինչ անցնելու է հենց իշխանության գծած սցենարով, ու, որ իշխանության ինքնավստահությունն արդարացված է, առջեւում խորհրդարանական ընտրություններ են։ Դրանց ընդդիմության համարժեք մասնակցության, ոչ թե նոմինալ մասնակցության, այլ հասարակության հետ կոմունիկացիա ապահովող ձեւաչափով մասնակցության դեպքում կարող է փոխվել խաղի այն կանոնը, որը ՀՀԿ-ին հնարավորություն է տալիս զգալ եւ գործել՝ որպես միակուսակցական համակարգի, կամ որ նույնն է՝ պետության սեփականատեր։
