ՀՀ և ՌԴ զինված ուժերի միավորված խմբավորումը վաղուց է ստեղծվել. Պաշտպանության նախարարի հարցազրույցը Известия-ին

Նոյեմբերի 27-30-ը կկայանա ՀՀ պաշտպանության նախարար Վիգեն Սարգսյանի առաջին պաշտոնական այցը Ռուսաստան, որի շրջանակներում նախատեսվում է հանդիպում անցկացնել ՌԴ պաշտպանության նախարար Սերգեյ Շոյգուի հետ: Սա նորանշանակ նախարարի առաջին արտասահմանյան այցն է: Այս մասին նախարարը հայտնել է Известия թերթին տված հարցազրույցում:
- Նոյեմբերի 27-ին կկայանա Ձեր առաջին արտասահմանյան այցը պաշտպանության նախարարի պաշտոնում: Պատահականությո՞ւն է, թե օրինաչափություն, որ առաջինը նախատեսված է Ռուսաստան այցելել:
- Իհարկե, օրինաչափություն է: Հայաստանին ու Ռուսաստանին կապում են ոչ միայն երկարաժամկետ դաշնակցական հարաբերությունները, այլև մեր ժողովուրդների բազմադարյա բարեկամությունը, եղբայրական և բարեկամանական կապերը: Ուղևորության ծրագրում է այցելությունը Դոնի Ռոստովում գտնվող Հարավային ռազմական շրջանի շտաբ, բանակցություններ շրջանի հրամանատարության հետ:
- Ո՞րն է Ձեր այցելության ծրագիրը:
- Մոսկվայում նախատեսվում է բանակցություններ անցկացնել ՌԴ պաշտպանության նախարար, բանակի գեներալ Սերգեյ Շոյգուի հետ, միջպետական համաձայնագրի ստորագրում ՀՀ և ՌԴ ԶՈւ Զորքերի միավորված խմբավորման (ԶՄԽ), ինչպես նաև 2017-ին պաշտպանական գերատեսչությունների միջև համագործակցության ծրագրի մասին:
Նոյեմբերի 30-ին կկայանա ԱՊՀ անդամ երկրների պաշտպանության նախարարների խորհրդի նիստը, որի ընթացքում կքննարկվեն և որոշումներ կընդունվեն` ուղղված համագործակցության հետագա ամրապնդմանը, դրա ինտեգրացիոն ներուժի իրականացմանը և բազմակողմ գործընկերության խորացմանը:
- Նշեցիք, որ այցի ընթացքում համաձայնագիր կստորագրվի ՌԴ և ՀՀ ԶՈւ Զորքերի միավորված խմբավորման մասին: Ի՞նչ նպատակներ է հետապնդում այդ խմբավորման ստեղծումը:
- Մեծ հաշվով՝ խմբավորումն արդեն վաղուց է ստեղծվել: 2000 թվականից սկսած ամեն տարի սեպտեմբերի 27-ին մենք նշում ենք տարածաշրջանում գործող ԶՄԽ-ի կազմավորման տարեդարձը: Դրա համար հիմք է դարձել 16 տարի առաջ Սոչիում ստորագրված Զորքերի (ուժերի) կիրառման համատեղ պլանավորման հարցերի մասին համաձայնագիրը: Այդ փաստաթուղթը ենթադրում էր խմբավորման ստեղծումը, ինչն էլ և արվել է մեր գլխավոր շտաբերի համատեղ ցուցումների համաձայն:
Ինչ վերաբերում է ՀՀ և ՌԴ ԶՄԽ-ի մասին համաձայնագրի ստորագրմանը, ապա այն գործնականում կապահովի խմբավորման գործունեության իրավական կարգավորիչ ամրագրումը միջպետական փաստաթղթի մակարդակով:
