«Գյումրիում բնակարանի գնման վկայագիր» պետական ծրագրի երկրորդ փուլը գործողության մեջ է

«Գյումրիում բնակարանի գնման վկայագիր» պետական ծրագրի երկրորդ փուլով երկրաշարժի հետևանքով անօթևան մնացած 101 շահառուի տրամադրվել են վկայականներ, որոնք ձեռք են  բերել բնակարաններ: Նրանցից միայն 4 ընտանիքի է, որ դեռ  գումարի 40 տոկոսը չի վճարվել, դա կարվի ըստ օրենքի՝ տնակը քանդելու մասին ակտը քաղաքապետարանից ստանալուց հետո:

Այս մասին «Արմենպրես»-ին տեղեկացրեց Շիրակի մարզպետարանի քաղաքաշինության վարչությանբնակարանային ենթակառուցվածքների գործունեության բաժնի պետ Տիգրան Հարությունյանը: Այս փուլի շահառուների համար վկայագրի իրացման վերջնաժամկետը մինչև նոյեմբերի 18-ն էր:

Սակայն սրանով ծրագրի երկրորդ փուլը չի ավարտվի՝ ևս 60 ընտանիք վկայագիր կստանան հաջորդ տարի: «Գումարի սղության պատճառով այս ընտանիքները վկայագրերը կստանան 2017 թվականին: Այդ նպատակով ՀՀ կառավարությունը գումար արդեն հատկացրել է: Ընդհանուր առմամբ, երկրորդ փուլի ծրագրումնպատակով ընդգրկվել էր ընդհանուր  առմամբ 169 շահառու, նրանցից 8-ը տարբեր պատճառներով վկայագրեր չեն ստացել,101-ն արդեն ձեռք են բերել, իսկ 60-ը ձեռք կբերեն հաջորդ տարի»,-նշեց  Տիգրան Հարությունյանը:

Ի դեպ, շահառուները վկայագրով հնարավորություն ունեն բնակարան ձեռք բերելու հանրապետության տարբեր մարզերում և ԼՂՀ-ում, այդ առավելության շնորհիվ շատերը բնակարան են ձեռք բերել հանրապետության այլ վայրերում, իսկ Գյումրիում հիմնականում բնակարան գնում են նորակառույց Մուշ-2 թաղամասում: Շատ են նաև սեփական սեկտորից գնված բնակարանները:

«Բնակարանի գնման վկայագիր» պետական ծրագիրը, որը նպատակը Գյումրիում անօթևանության խնդրի լուծումն է, նպաստում է նաև մեկ այլ՝ քաղաքը տնակներից ազատելու խնդրի լուծմանը: Ըստ ծրագրի՝ բնակիչը,  առք ու վաճառքի պայմանագիրը կքնելուց հետո,  ստանում է վկայագիր եւ հատկացված գումարի միայն 60 տոկոսը: Գումարի մնացած՝ 40 տոկոսը տրվում  է,  երբ ընտանիքները ներկայացնեն տնակների ապամոնտաժման վերաբերյալ փաստաթուղթ:

Ծրագրի առաջին փուլի շրջանակում  223 ընտանիքի տրամադրվել են բնակարանի գնման վկայագրեր, նրանցից 207 ընտանիք ձեռք են բերել բնակարան, 16 վկայագիր մարվել են: Այս ընտանիքները կա՛մ չեն ներկայացել Շիրակի մարզպետարան ծրագրին մասնակցելու, կա՛մ հարմար բնակարաններ չեն գտել: Ի դեպ, ծրագրի առաջին փուլի տնտեսված գումարների հաշվին, մինչ այս մարզում բնակարան ձեռք բերելու նպատակով վկայագրեր ստացել էին նաև 9 և ավելի երեխա ունեցող ընտանիքներ:
