Քաղաքականապես տրամաբանական է, որ արդյունավետ աշխատելու համար Վարչապետն իր թիմով պետք է դառնա ՀՀԿ-ական

ՀՀ վարչապետն այսօր հայտարարել է, որ Հանրապետական կուսակցությանը անդամակցելու որոշում է կայացրել:Պարզ է, որ սա անսպասելի որոշում չէր: Հիշեցնեմ, մինչև այս հայտարարությունը ՀՀԿ-ին միանալու մասին հայտարարել էր նաև ՀՀ Պաշտպանության նախարար Վ.Սարգսյանը: Տրամաբանական է, որ նրանք նոր կառավորության վերջին ներկայացուցիչները չեն լինի, ովքեր կդառնան ՀՀԿ-ի անդամ:
Քաղաքական, ինչպես նաև ինչ-որ առումով իրավական տեսանկյունից փոփոխված Սահմանադրության մոտեցումների ներքո պարզ է, որ կառավարության անդամները պետք է անդամակցնեն այն քաղաքական ուժին ու աշխատեն պառլամենտական այն մեծամասնության հետ, ով իրենց աշխատանքի մասով պատասխանատվություն է ստանձնել, ումից նրանք հրավեր են ստացել: Իսկ դա կարծես ՀՀԿ-ն է ու անձամբ երկրի Նախագահը: Մյուս կողմից հանրապետական դառնալը առավել յուրային է դարձնելու նոր կառավարության մի շարք «անծանոթ» դեմքերին ու առավել լեգիտիմացնելու նրանց՝ երբեմն շատերի՝ այդ թվում նաև կուսակցական գործընկերների համար ոչ պոպուլյար որոշումները, խաղի կանոնների հնարավոր փոփոխությունը:
Հաշվի առնելով որ նոր սահմանդրությամբ ՀՀ-ում քաղաքական ու պետական կառավարման պատասխանատվությունը ստանում է կուսակցական փաթեթավորում՝ օբյեկտիվորեն նոր կառավարության անդամները վարչապետի գլխավորությամբ պետք է կուսակցական դառնային, քանի որ 2017-ի ապրիլյան ընտրությունների արդյունքում, եթե դոմինանտ քաղաքական ուժի կարգավիճակը չփոխվի ու կառավորության կազմն էլ մեծ փոփոպությունների չենթարկվի, ապա այսպես, թե այնպես նրանք պետք է դառնային կուսակցական: Իհարկե այս պարագայում Վարչապետի դերակատարումը որակապես այլ կլինի, բայց դե դրան մենք հետագայում դեռ կանդրառանանք: Այսինքն կարծես սա անխուսափելի հեռանկար էր:
Հստակ է նաև մեկ այլ բան, որ «հանրապետական» դառնալու դրդապատճառների մեջ առկա է նաև հստակ այլ մեսիջ ևս, որ գալիս է ՀՀ Նախագահից ՀՀԿ-ում կուսակցական բարեփոխումներ իրականացնելու ուղղությամբ: Այս առումով նոր դեմքերի անհրաժեշտություն իրոք կա և կառավարության անդամները կարող են թարմություն բերել կուսակցությանը, առավել արդյունավետ դարձնելով այն:
Սակայն հարկ է նշել, որ ՀՀԿ-ին անդամակցելու հետ կապված հիմքերից զատ, կան նաև որոշակի ռիսկեր հանրային հարթակներում՝ կապված մերօրյա հասարակության մեջ վստահության դեֆիցիտի ու աղքատության նման ծավալների պայմաններում գործող կառավարության կուսակցական դառնալու հետ:
Ինչևէ... այս պարագայում ամենից կարևորն այն է, որ կառավարությունը կարողանա իր առջև դրած խնդիրները լուծել
