Ռուսաստանի նախագահ Վլադիմիր Պուտինը հավանություն է տվել Հայաստանի հետ միացյալ զորախումբ ստեղծելու՝ Ռուսաստանի կառավարության առաջարկին և հանձնարարել է Ռուսաստանի պաշտպանության նախարարությանը արտգործնախարարության մասնակցությամբ, հայկական կողմի հետ բանակցել և համաձայնության հասնելուց հետո Ռուսաստանի անունից ստորագրել նշված համաձայնագիրը:
 
Փաստաթղթում մասնավորապես ասված է՝ «Ռուսաստանի Դաշնության նախագահն ընդունել է Հայաստանի հետ Զինված ուժերի միացյալ զորամիավորում ստեղծելու վերաբերյալ համաձայնագրի ստորագրման մասին կառավարության ներկայացրած առաջարկը: Հանձնարարել Ռուսաստանի պաշտպանության նախարարությանը, արտգործնախարարության մասնակցությամբ, հայկական կողմի հետ բանակցել և համաձայնության հասնելուց հետո Ռուսաստանի անունից ստորագրել նշված համաձայնագիրը»:
 
Տեղեկության հրապարակումից անմիջապես հետո հայկական որոշ քաղաքագիտական շրջանակների կողմից այն ընդունվեց հերթական «ինչո՞ւ»–ներով, իսկ եզրակացությունը մեկն էր՝ Հայաստանը շարունակում է կրճատել իր ինքնիշխանությունը և պատրաստ է նոր լծակներ տալ Ռուսաստանին:
 
Գեներալ–մայոր, Արցախյան ազատամարտի հերոս Արկադի Տեր–Թադևոսյանը Past.am-ի հետ զրույցում ասաց, որ ռուս–հայկական միացյալ զորախումբ ստեղծվելուց բացի ստեղծվելու են նաև՝ ռուս–բելառուսական, ռուս–ղազախական և այլ զորախմբեր նույնպես: Այսինքն, միայն Հայաստանի հետ չեն նման միավորումներ ստեղծվելու, այլ համանման միավորումներ կստեղծվեն ԵԱՏՄ անդամ բոլոր երկրների հետ նույնպես, իսկ Հայաստանի դեպքում այն ոչ թե կնվազեցնի մեր ինքնիշխանությունը, այլև դրական ազդեցություն կունենա Արցախի ինքնապաշտպանության ամրապնդման համար.
 
«Ես համաձայն չեմ այն տեսակետին, որ նման զորախումբ ստեղծելով Հայաստանը նվազեցնում է իր ինքնիշխանությունը: Բացի այդ, Հայաստանի՝ Թուրքիայից և Ադրբեջանից պաշտպանող սահմանային ուժերը կազատվեն և մենք այդ ուժերը կկարողանանք տեղափոխել Արցախ: Իմ կարծիքով դա դրական քայլ կլինի Հայաստանի համար: Ես հարգում եմ բոլոր մասնագետների տեսակետները, սակայն խորհուրդ եմ տալիս չշտապել եզրակացություններ անելու: Ավելի լավ է զինվենք համբերությամբ և սպասենք, իսկ կյանքը ցույց կտա այն դրական քայլերը, որոնք ակնկալում ենք»,– ասաց Ա. Տեր–Թադևոսյանը:
