ՀՀԿ համագումարին սպասելիս

Նոյեմբերի 26–ին կկայանա Հանրապետական կուսակցության համագումարը, որի շուրջ վերջին օրերին աղմուկը, կարծես թե, հասնում է իր գագաթնակետին։ Մինչ համագումարը, իսկ ավելի շուտ Կարեն Կարապետյանի՝ վարչապետ նշանակումից հետո, Հանրապետականը, ինչպես նաև գործող իշխանության բոլոր օղակները հայաստանյան հասարակությանը նախապատրաստում էին գալիք փոփոխությունների մասին լրատվության աննախադեպ չափաքանակով։ Այլ խնդիր է, թե այդ փոփոխությունները կամ բարեփոխումները ինչքանով են իրատեսական և արմատական լինելու, խնդիրն այն է, որ իշխանությունը ուղղակիորեն պայծառ ապագայի բուտաֆորիա է ստեղծում։

Այս տեսանկյունից ՀՀԿ համագումարը դառնալու է այդ գործընթացի գագաթնակետը, ու, ամենայն հավանականությամբ, համագումարից հետո մենք կտեսնենք բազմաթիվ փոփոխություններով իշխանական կուսակցություն, որը, բնականաբար, պետք է այժմ էլ սկսի քարոզարշավ այն մասին, որ նորացված Հանրապետական կուսակցությունը դառնալու է երկրի զարգացման առաջնային երաշխավորը։

Սակայն հենց այստեղ է կայանում, այսպես ասած, մեծ խաղը։ Չի բացառվում, որ համագումարից հետո մենք ՀՀԿ իշխող վերնախավում տեսնենք նոր անուններ ու նոր դեմքեր, որոնք կամ քիչ հայտնի են հանրությանը, կամ էլ պարզապես թաթախված չեն վերջին տարիներին ՀՀԿ գործունեության մեջ, ինչպես օրինակ՝ պաշտպանության նախարար Վիգեն Սարգսյանը, որն արդեն հայտարարել է ՀՀԿ–ին անդամակցելու մասին։ Սակայն, ըստ էության, այս դեպքում ևս մենք ունենալու ենք առավելապես կոսմետիկ բարեփոխումներ, քանի որ Հանրապետական կուսակցությունը, որքան էլ տարօրինակ հնչի, կուսակցություն է ամենավերջին դեպքում։

Մինչ քաղաքական կուսակցություն լինելը, Հանրապետականը իշխանության տարբեր լծակների տիրապետող և տարբեր օղակներ միավորող կորպորացիա է, որտեղ հավաքված են ամենատարբեր խավերի, մտածելակերպի, աշխարհայացքի կրող անհատներ, կլաններ և խմբեր։ Հենց այս տեսանկյունից էլ առաջիկա համագումարում կորոշվի, թե Հանրապետականի ներսում որ խումբն է գալու ներկուսակցական իշխանության գլուխ, որը, բնականաբար, նշանակելու է նաև պետական իշխանություն, քանի որ Հանրապետականը պարզապես չի կարող անգամ իշխանության մի փոքր մասնիկը զիջել որևէ մեկին։

Այս փաստը առավել քան հասկանալի է, քանի որ Հանրապետական կուսակցությունը գոյություն ունի այնքան ժամանակ, ինչքան տիրապետում է իշխանության լծակներին։

Ի դեպ, ասվածը չի վերաբերում միայն Հանրապետականին, այլ բնութագրական է ընդհանրապես հայաստանյան քաղաքական դաշտի բազմաթիվ այլ կուսակցությունների։

Միևնույն ժամանակ, անկախ կուսակցության համագումարում կայանալիք փոփոխություններից կամ նորարարություններից, ակնհայտ է, որ գործնական քայլերի տեսանկյունից հասարակական ակնկալիքները չպետք է շատ մեծ լինեն, քանի որ զուտ կուսակցական առումով ՀՀԿ–ն այսօր ընտրական խնդիրներ է լուծում, և այս առումով հիմնական քայլերի մեծ մասը միայն կոսմետիկ և ինչ–որ տեղ էլ պոպուլիստական բնույթ է կրելու։ Թե այս ամենի գործնական հատվածը ինչ չափաբաժին է ունենալու հայաստանյան քաղաքական դաշտի խճանկարում փոփոխությունների տեսանկյունից՝ ցույց կտա ժամանակը, սակայն ակնհայտ է, որ հենց այս փոփոխությունները հանդիսանալու են իշխանության ներսում կատարվող և կատարվելիք փոփոխությունների մանրակերտը։
