Այն, որ բավականին ժամանակ է, ինչ ռուսական քաղաքական միջավայրը զգալիորեն կտրվել է արդի իրականությունից, կարծես թե, ոչ մեկի համար գաղտնիք չէ: Այդ մասին են վկայում ռուսական մոտեցումները ԽՍՀՄ փլուզումից հետո և կարոտն առ մեծապետական շովինիզմ: Երբեմն զարմանալի է, թե ինչպես են կարողանում այդ երկրի արտաքին գերատեսչության պատասխանատուները, անհաշվենկատ քայլերով առաջացնել անգամ ռուսներին ավանդական բարեկամ համարվող հասարակությունների զայրույթը:
 
Օրերս տեղի ունեցավ մի իրողություն, որին կանդրադառնանք ստորև: ՌԴ ԱԳՆ հատուկ կարգադրությունների դեսպան Էլեոնորա Միտրոֆանովան հայտարարել է, որ նախկին ԽՍՀՄ տարածքի բոլոր երկրներում, իրավական կարգավորումներով ռուսերենը պետք է դառնա պարտադիր երկրորդ պաշտոնական լեզու: Որպես հիմնավորում, տիկինը բերում է այն հանգամանքը, որ աշխարհում, բացի ռուսներից, ռուսերենի տիրապետում է 61 միլիոն մարդ, և դա շատ վատ է: Անշուշտ, օտար լեզվի տիրապետելը, հատկապես փոքր ազգերի ներկայացուցիչների համար կարևոր հանգամանք է, սակայն ոչ մշակութային տեռորի միջոցով: Այս հայտարարությունը ոչ միայն ենթադրում է ուղղակի և կոպտագույն միջամտություն 14 հանրապետությունների ներքին գործերին, այլ նաև ուղղակի մշակութային պարտադրանք:
 
Շատ վաղուց, աշխարհում, նման պարտադրանքներ չեն լինում, քանի որ գոնե ֆորմալ առումով, վերացել է գաղութային ռեժիմ հասկացությունը: Ասել, թե Արևմուտքը չի պարտադրում անգլերենը, գերմաներենը կամ ֆրանսերենը, բավականին սխալ կլինի: Սակայն Արևմուտքը դա անում է մշակութային այլընտրանքի տեսքով: Ստեղծում են արժեքներ և գործառույթներ, որոնց առչնվելու համար պարտադիր պետք է իմանաս այդ լեզուներից մեկը: Փոխկապակցված աշխարհում, առանց այդ իրողության շատ բարդ է:
Ռուս պատասխանատուները, փոխարեն ստեղծեն նման մեխանիզմներ, առանց երկար–բարակ մտածելու, կիրառում են կացնային քաղաքականություն: Պետք է ընդունել և վերջ: Տարակուսելի է հայկական իրականության արձագանքը, հատկապես վերջին փուլի ռազմահայրենասիրական պաթոսի` ազգ, լեզու, մշակույթ եռամիասնության մեջ: Նախ` ներկայիս ԿԳ նախարարը, իր տարբեր շրջաբերականներով և որոշումներով, ոչ միայն փորձում է վերականգնել ռուսերենի և ռուսաֆիկացման նախկին դերը, այլ նաև հետևողական է այդ ջանքերում: Դե իսկ ԱԳՆ էլ, կարող է արձագանքի այս իրողությանը մի քանի տարուց, բայց ոչ թե նուրբ ակնարկելով, թե պետք չէ միջամտել երկրի ներքին գործերին, այլ, ամենայն հավանականությամբ, ողջունելով այս որոշումը: Քաղաքական ուղղակի ազդեցության բաղադրիչներում, հսկայական կարևորություն ունի մշակութային ազդեցությունը: Անշուշտ, այս միջոցով, ռուսական կողմը փորձում է վերականգնել իր նախկինում ունեցած դերը ` հետխորհրդային տարածքում:
 
Պատմության կենսափորձը ցույց է տալիս, որ առավել կայացած ու երկարատև են այն ազդեցությունները, որոնք կրում են մշակութային բնույթ: Դրա վառ օրինակն է Մեծ Բրիտանիան: Հայկական կողմի տարվող անատամ քաղաքականության պարագայում, ոլորտի ուղղակի պատասխանատուներից այլ բան չի կարելի ակնկալել, մնում է հասարակական սեկտորը հերթական անգամ կարողանա ինքնակազմակերպվել և որոշել, թե իրեն ի՞նչ չափով է պետք ռուսերենը:
