Պետության կյանքում անկյունաքարային դերակատարություն ունեն քաղաքական կուսակցությունները: Փորձեմ անդրադառնալ կուսակցությունների` տնտեսության վրա ունեցած դերակատարության հանգամանքին:

Քաղաքական կուսակցություններն ազդում են ոչ միայն տնտեսության, այլև գաղափարախոսության, քաղաքականության, մշակույթի վրա: Այդ իսկ պատճառով էլ նրանք հանդես են գալիս ոչ թե ինչ որ խմբի, այլև ամբողջ հասարակության անունից, ընտրություններում հաղթանակ տանելով նրանք տնտեսական շահերը արտահայտողներից վեր են ածվում այդ շահերը իրականացնողների: Տնտեսական քաղաքականության արդյունավետության մասին կարելի է ենթադրել` ըստ տնտեսական աճի տեմպերի, բնակչության մեկ շնչի հաշվով ՀՆԱ-ի մակարդակի, կապիտալ ներդրումների աճի, զբաղվածության մակարդակի, վճարային հաշվեկշռի, ազգային արժույթի կայունության մակարդակի և կենսամակարդակի, ըստ սոցիալական լարվածության մակարդակի, բնակչության գոհունակության, շրջակա միջավայրի վիճակի:

Այս ֆոնին էական նշանակություն ունի տնտեսության պետական կառավարման հետադարձ կապը: Տնտեսության պետական կառավարման մարմինները պետք է մշտապես հետևեն իրենց քաղաքականության նկատմամբ տնտեսվարող սուբյեկտների արձագանքին, այլ ոչ թե միայն ընտրությունների ժամանակ: Դրա համար ստեղծվում են գիտահետազոտական կենտրոններ, որոնք տնտեսական քաղաքականության նկատմամբ տնտեսվարող սուբյեկտների արձագանքի մասին լիարժեք տեղեկատվություն են տալիս: Նրանք իրենց աշխատանքը իրականացնում են ընկերությունների, մասնավոր ձեռներեցների, բանկերի հետ պայմանագրեր կնքելու միջոցով: Այնուհետև տեղեկացնում են, որոշում են տնտեսության վրա պետական միջամտության արդյունավետությունը, այնուհետև հանձնարարականներ են մշակում:

Արդյունավետ տնտեսական քաղաքականության իրականացմանը խոչընդոտում են տարբեր խմբերի միջև առկա տարաձայնությունները, լոբբիզմի տարածումը, կոռուպցիան:

Կառավարության վրա ճնշում գործադրելով` իշխող խմբերը իրացնում են իրեն շահերը, արդյունքում լոբբիստները ստանում են քաղաքական մեծ ռենտա, օգուտ: Օրինակ` եթե որևէ ճնշող խումբ ցանկանում է սահմանափակել որևէ ապրանքի ներմուծումը, իր արտադրանքը տեղում իրացնելու, տեղական շուկան նվաճելու նպատակով, ապա այդ իշխող խումբը իր ներկայացուցչի միջոցով բարձրացնել է տալիս ներմուծման մաքսերը: Ժամանակակից պայմաններում լայնորեն կիրառվում է լոգգրոլլինգ կամ փոխադարձ ծառայություններ հասկացությունը` որը ձայների առքնուվաճառքն է, երբ որևէ անհատ, խումբ կամ կուսակցություն որևէ հարց քվեարկելիս իր ձայնը տալիս է այլ խմբի միայն մի պայմանով, որ հակառակ կողմն էլ հարցը քվեարկելիս իր ձայնը պետք է տա նրանց:
