Վարչապետը հանձնարարեց առաջնորդվել տեսուչ-տնտեսավարող սուբյեկտ համագործակցության սկզբունքով

ՀՀ վարչապետ Կարեն Կարապետյանը հանձնարարեց ՀՀ օրենքով նախատեսված տեսչական ստուգումներ իրականացնելիս, այդ թվում` նոր ստեղծված Տեսչական մարմնի կողմից, առաջնորդվել տեսուչ-տնտեսավարող սուբյեկտ համագործակցության սկզբունքով, որի արդյունքում տեսուչն առավելապես պետք է դիտարկվի ոչ թե որպես վերահսկող, այլ աջակցող: Մասնավորապես, հանձնարարականը վերաբերում էր Արդարադատության, ինանսների, Արտակարգ իրավիճակների, Առողջապահության, Տնտեսական զարգացման և ներդրումների, Տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների, Կրթության և գիտության, Բնապահպանության, Էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարներին, Քաղաքաշինության պետական կոմիտեի նախագահին, Պետական եկամուտների կոմիտեի նախագահին, Անշարժ գույքի կադաստրի պետական կոմիտեի նախագահին:
«Յուրաքանչյուրն իր մասով ՀՀ-ում ստուգումների կազմակերպման և անցկացման մասին ՀՀ օրենքով նախատեսված տեսչական ստուգումներ իրականացնելիս, այդ թվում՝ նոր ստեղծված տեսչական մարմնի կողմից, պետք է առաջնորդվի տեսուչ-տնտեսավարող սուբյեկտ համագործակցության սկզբունքով, որի արդյունքում տեսուչն առավելապես պետք է դիտարկվի ոչ թե որպես վերահսկող, այլ աջակցող, պետք է խորհրդատվություն և կանխարգելիչ միջոցառումներ առաջարկել, խրախուսել և օգնել տնտեսավարող սուբյեկտին իր գործունեությունը սահմանված պահանջներին համապատասխանեցնելու հարցուÕ ´: Համագործակցության ձևավորման համար պետք է մշակել և ներդնել հետադարձ կապի ապահովման մեխանիզմներ»,- «Արմենպրես»-ի փոխանցմամբ, ասաց վարչապետը:
Կարապետյանի խոսքով՝ տեսուչն իր գործունեությունը կատարելու ժամանակ չպետք է ընդունվի որպես պատժող, տույժ ու տուգանք դնող և այլն: «Առաջին այցերը պետք է կազմակերպեն մեր տեսչական մարմինները: Ինչի ենք հատուկ հնչեցնում, որպեսզի պոտենցիալ ստուգողները լսեն, լինելու է առաջարկություն՝ ինչ պետք է իրենք անեն, որպեսզի համապատասխանեն այն նորմերին, որոնք դրված են: Իրենց՝ տնտեսվարողներին, տրվում է ժամկետ, որպեսզի իրենք իրենց բացթողումները լրացնեն, եթե չեն լրացնում, նոր մենք կիրառում ենք օրենքի համապատասխան կետերը»,- ասաց կառավարության ղեկա վարը:
