Մանր ու միջին բիզնեսից «քերելու»՝ հարկայինի հին ու բարի ավանդույթը շարունակվում է

Վերջին երեք օրում ես 5 միջին ու դրանից փոքր տնտեսվարողից նույն բաղոքն եմ լսել. հարկայինի աշխատողները այցելում են տնտեսվարողներին և ասում, թե իրենց ոլորտում ինչ-որ ուսումնասիրություններ են իրականացրել, միջին աշխատավարձի թիվ են ստացել, և տնտեսվարողները պետք է բարձրացնեն գրանցված աշխատավարձերը, որպեսզի հարկային մուտքերն ավելանան։ Այդ խանութներում աշխատում է 2-4 աշխատող. պարզ է նրանց ծավալները։ Օրինակ՝ մի դեպքում ամսական 20 օր աշխատողը, որը ստանում է 70.000 դրամ (հենց այդքան էլ պայմանավորվել են աշխատանքի ընդունելուց) գրանցված աշխատավարձ ունի 90.000 դրամ։ Ուղղակի անցած տարի ստիպեցին իրականից ավել աշխատավարձ գրել, քանի որ բյուջեն չէր լցվում։ Իսկ նրանք ստիպել կարող են։ Նույնը հիմա է, ու էլի ասում են գոնե մի 20.000 ավել գրեք։ Այդ խանութներից մյուսում աշխատողները հենց սեփականատերերն են՝ ամուսիններ։ Աշխատում են երկուսով։ Օրական շրջանառությունը մոտ 20.000 դրամ է, եկամուտը մոտ 4000 - 5000 օրական։ Գրանցված աշխատավարձերը միասին մոտ 200.000 է, ասում են՝ դարձրեք գոնե 240-250 հազար։ Աշխարհի ոչ մի տնտեսագետ չի հասկանա, թե ինչպես է կարողանում այդ բիզնեսը գոյատևել, ու պատկերացրեք նրա վիճակը, երբ նրան ասենք այդ տնտեսվարողի նկատմամբ պետության կողմից հարկային ապօրինի ճնշման մասին։ Խանութները Նոր Նորքում ու Արաբկիրում են, բայց պարզեցի, որ ամբողջ Երևանում նույնն է։ Ստացվում է, որ միայն գեղեցիկ ճառեր էին, իսկ հին ու բարի ավանդույթները շարունակվում են. բյուջեն լցվում է մանր ու միջին բիզնեսից «քերելով»:
