Բանակում նախաձեռնված բարեփոխումների գործընթացի կենտրոնում զինվորի խնդիրներն են

Բազմիցս եմ կարևորել, որ բանակում բարեփոխումների մեկնարկը պետք է տալ՝ հիմք ընդունելով հետադարձ կապը և հատկապես զինվորի հետ բանակում առկա խնդիրների վերաբերյալ քննարկումները:
Այսօր կարծես այս մոտեցմանը սկսում են ավելի մեծ ուշադրություն դարձնել: Ս.թ. նոյեմբերի 15-ին լրագրողների հետ հանդիպման ժամանակ ՀՀ պաշտպանության նախարարը նշել է, թե հայկական բանակի համար նոր կոշիկներ են արտադրվելու, որոնք նաև բրենդ են լինելու, ինչպես շվեյցարական բանակի դանակները: Այս գաղափարին նրանք եկել են զորացրված զինվորների հետ քննարկումների արդյունքում, երբ վերջիններս բազմիցս դժգոհել են բանակային կոշիկների որակից:
Միտքը շատ լավն է ու կարևոր: Եթե հնարավոր լինի նշված որակի կոշիկներ արտադրել ու մատակարարել բանակին, ապա բազմաթիվ հարցեր ու խնդիրներ կարող են լուծում ստանալ, և ամենակարևորը՝ մարտական հերթապահություն իրականացնող զինվորականը հավելյալ դժվարություն չի ունենա կապված անհարմար կոշիկներ կրելու հետ: Մյուս կողմից էլ դա օբյեկտիվորեն կբարձրացնի զինվորի կենսունակությունը, պատրաստվածությունը (հայտնի է, որ ծառայության առաջին ամիսներին, երբեմն էլ ողջ ծառայության ընթացքում ոչ հարմարավետ կոշիկների արդյունքում զինվորները սովորաբար ունենում էին առողջական խնդիրներ ու լուրջ անհարմարություններ): Հավանաբար այլևս պետք է ետ կանգնել այն հնացած մոտեցումից, թե բանակային ծառայությունը «պարտադիր» պետք է լինի ծանր ու անհարմար: Միգուցե ելակետ պետք է վերցնենք կապը մի կողմից՝ զինվորի անվտանգության ու կարիքիների, մյուս կողմից՝ նրա առջև դրած խնդիրների արդյունավետ կատարման միջև:
Եթե զինվորական կոշիկների որակը իրապես լինի մրցունակ, ապա դա կարող է լավագույն արտահանման ապրանքատեսակ դառնալ: Իսկ եթե այն հետաքրքրի այլ երկրների բանակներին, ապա հնարավոր պատվերները կարող են լինել մեծածավալ՝ դրանից բխող տնտեսական, աշխատատեղեր բացելու և վարկանիշային օգուտներով:
Կարծում եմ՝ նման մոտեցումը եթե հաջողի, այն կարելի է կիրառել նաև մի շարք այլ, բանակի ու զինվորի համար կարևոր հարցերում: Կարծես ազգ-բանակ պարադիգմը սկսում է դանդաղ քայլերով միս ու արյուն ստանալ:
