Հայաստանից ամեն տարի ապօրինաբար դուրս է բերվում 1-1,5 միլիարդ դոլար։ Սրա մասին խոսվել է բազմիցս, և գոնե ԶԼՄ-ների կողմից հնչել է պետությանն ուղղված այն ազդակը, որը անհապաղ պետք է վերահսկել այս ապօրինի մեխանիզմը, բացահայտել դրա արմատներն ու հեղինակներին։ Մամուլում հնչող այս բոլոր մեղադրանքները մնացել են անտեսված թե՛ պետական մարմինների և թե՛ իրավական կառույցների կողմից։ Իսկ եթե տարին շարունակ երկրից ապօրինաբար հսկայական գումարներ են արտահոսում դուրս, կարծում եմ՝ առանձնապես սուր տրամաբանություն պետք չէ ունենալ հասկանալու համար, որ դրա հետևում կանգնած մարդիկ կա՛մ լավ հովանավորվում են իրենց հանցավոր գործունեության համար, կա՛մ դրանք հենց իշխանության ներկայացուցիչներն են, որ կան։
Իսկ առհասարակ նման բավականաչափ հիմնավոր մեղադրանքների և, վստահաբար կարող եմ ասել, անհերքելի փաստերի մասին լսելիս իշխանությունը մշտապես հետաքննական փաստեր է պահանջում։ Ախր, հարգելինե՛րս, իսկ մենք ինչու՞ ենք բյուջետային միջոցները վատնում իրավապահ կառույցներ պահելու համար, երբ նման մեծ մեղադրանքները մնալու են օդում կախված և այդ նույն մարմինների կողմից անտեսված, երբ փաստեր հավաքելն ու արդար հետաքննություն տանելը հենց այս մարմինների աշխատանքն է։


Հ. Գ. Երբ այդ իշանության ներկայացուցիչները խոսում են իրենց 1000 դրամների «վեհ և ազնիվ գաղափարի մասին», գիտե՞ք՝ էլ ծիծաղելի էլ չի, ողբերգություն է, որովհետև այդ նույն զինվորի և նրա ընտանիքի հասանելիքը խլվում և դուրս է բերվում երկրից, իսկ այս թալանված բնակչությունը պետք է վերցնի այն պարտականությունը, որը զինվորինն էր։
