1000 դրամների ամբողջ այս տեղի և անտեղի աժիոտաժից հետո պաշտպանության նախարարությունը նոր գլխի ընկավ, որ կարելի էր հարցը հանրային քննարկումների հարթակ բերել, ոչ թե այդ նախագծի մասին հենց այնպես հայտարարել և ասել, որ վերջ՝ այսուհետ այսպես է լինելու։ Նախապես գոնե ձևականորեն պետք է հանրային լսումներ նախաձեռնվեին հասարակական կազմակերպությունների, լրատվամիջոցների և մտավորականության ներկայացուցիչների մասնակցությամբ: Սահմանադրական փոփոխությունների ընթացքում այս գոնե ձևական կողմը պահպանվեց, և հատկապես «ազգ-բանակ» դեռևս հանրությանն անհայտ և անհասկանալի գաղափարախոսության մշակման կամ իրացման մտադրությունների պայմաններում, երբ հենց ազգը ուրույն տեղ պետք է ունենա այստեղ, առանց այդ ազգի հետ հաշվի նստելու հրամցվեցին կասկածելի դրույթներ։ 
Այո՛, սա մեր երկրում հասարակության կարծիքի վրա թքած ունենալու այն արատավոր մտածողությունն է, որը չնայած մարդկության և տեխնոլոգիաների զարգացմանը, դեռևս բնորոշ է մեր քարանձավում մնացած պետական գործիչներին և որը դեռ երկար տիրապետող կլինի մեր երկրում։
Բայց այս մարդիկ չեն հասկանում, որ որքան արհամարհում են հասարակությանը, այնքան ավելի բարդ է լինում իրենց ճիվաղ նախագծերը իրացնելու գործընթացում, կամ եթե այդ նախագծերում գոնե մի դրական բան էլ կա, ապա այնքան թույլ են հանրային կապերի մեխանիզմները, որ դրա վատ աշխատանքի պատճառով հասարակությունը միտված է լինում բացասական ընկալմանը։
