Ֆինանսների նախարարը Հայաստանի պարտքի մարման գրաֆիկն իդեալական է գնահատում

ՀՀ պետական պարտքի մարումները ցրված են մինչև 2052 թվականը: Պարտքի մարման միջին ժամկետը 9,5 տարի է: ՀՀ ֆինանսների նախարարության պետական պարտքի կառավարման վարչության պետ Արշալույս Մարգարյանը դա հրաշալի ցուցանիշ է համարում: «Այն ամբողջովին բավարարում է մեր ռազմավարության պահաններին»,- «Արմենպրես»-ի հաղորդմամբ` Ծաղկաձորում «Պետական պարտք» սեմինարի շրջանակներում ընդգծեց Մարգարյանը:
ՀՀ պետական պարտքը կազմում է 2 տրլն 563 մլրդ դրամ կամ 5 մլրդ 607 մլն ԱՄՆ դոլար, որից 5,1 մլրդ ԱՄՆ դոլարը ՀՀ կառավարության պարտքն է, իսկ մոտ 500 մլն ԱՄՆ դոլարը Կենտրոնական բանկինը: «Հայաստանի ներքին պարտքը կազմում է 1 մլրդ 063 մլն ԱՄՆ դոլար, իսկ արտաքինը` շուրջ 4 մլրդ 541 մլն: ՀՆԱ-ի և պետական պարտքի հարաբերակցությունը 50 տոկոսի շեմին է, եթե կառավարությունը գերազանցում է 50 տոկոսի շեմը, ապա հաջորդ տարի սկսում է աշխատել 3 տոկոսից ցածր դեֆիցիտով»,- նշեց Մարգարյանը:
ՀՀ ֆինանսների նախարար Վարդան Արամյանի վստահեցմամբ, Հայաստանի պարտքի մարման գրաֆիկն իդեալական վիճակում է, իսկ ներքին պարտքը քիչ ռիսկային է: «Աշխարհում ներքին պարտքի դեֆոլտ չի եղել: Ես չգիտեմ մի պետություն, որ ներքին պարտքի պատճառով ունենա ճգնաժամ»,- նշեց նախարարը և հավելեց, որ ընդհանուր պետական պարտքի ռիսկերը կառավարելիության մեջ են:
ՀՀ ֆինանսների նախարարի առաջին տեղակալ Ատոմ Ջանջուղազյանն իր հերթին տեղեկացրեց, որ գոյություն ունի երկու տեսակի պետական պարտք, առաջինը նպատակային, որը բնորոշ է զարգացող երկրներին : Երբ պարտքը ներգրավվում է այս կամ այն նպատակի համար` ինչ-որ ծրագիր իրականացնելու: «Երկրորդը պարզապես բյուջետային աջակցության նպատակով ներգրավվող ազգային միջոցներն են»,- ասաց Ջանջուղազյանը:
Նշվեց, որ խորհրդային ժամանակաշրջանում պետական պարտքի մասին գիտելիքները շատ մակերեսային էին: Հայաստանում պետական պարտքի կառավարումը սկսվել է «սպիտակ թղթից»: Հայաստանը, սակայն, տարածաշրջանում միակ պետությունն է, որ ստեղծել և զարգացնում է պետական պարտատոմսերի մանրածախ վաճառք:
