Պատերազմի մեջ գտնվող երկրի քաղաքացին պետք է ռազմական բավարար հմտություններ ունենա

Ալեն Ղևոնդյանը ֆեյսբուքյան իր էջում գրում է.
25 տարի է՝ մենք պատերազմի մեջ ենք: Հրադադարն այդ պատերազմի վիճակներից մեկն է միայն: Այս առումով օրակարգում ոչինչ չի փոխվել, ավելին՝ այն այսօր առավել է սրվել:
Ի՞նչ ունենք այսօր... Ունենք ամենից կայացած պետական ինստիտուտ՝ բանակը (զինված ուժեր): Ունենք նրա համար անհրաժեշտ, այդ թվում՝ հարձակողական բնույթի զինտեխնիկա, որն ունակ է ապահովել անհրաժեշտ խնդիրների առնվազն մի զգալի մասի լուծումը: Ունենք չլուծված ԼՂ խնդիր: Ունենք ռազմական առումով պարբերաբար հոխորտացող ու այդ ուղղությամբ քայլեր ձեռնարկող հակառակորդ:
Եթե ապրիլյան դեպքերը չլինեին, հավանաբար առկա վտանգի ընկալումը կմնար նույնը՝ բթացած, պասիվ, անտարբեր: Ապրիլից հետո որոշ բաներ փոխվել են: Սակայն սպառնալիքի ու վտանգի մեր ընկալումներում ոչ այն չափով, որ վստահորեն նշենք, թե հաջորդ նման իրավիճակին մենք՝ հատկապես քաղաքացիներս, հատկապես հոգեբանորեն ու ֆիզիկապես առավել պատրաստ կլինենք:
Եթե հարևան երկիրն ամեն օր հայտարարում է, որ խնդիրը լուծելու է ռազմական ճանապարհով, մենք բոլորս (քաղաքացուց մինչ չինովնիկ) նրա այդ դիտարկումները հետայսու առավել լուրջ պետք է ընդունենք ու հասկանանք, թե մենք որքանով ենք դրան պատրաստ: Իհարկե, զինված ուժերն ու բանակը պատրաստ են, սակայն ԼՂՀ ու ՀՀ քաղաքացին որքանո՞վ է պատրաստ, որքանո՞վ է տիրապետում զենքին, ռազմական պատրաստվածության նվազագույն գիտելիքներին, որքանո՞վ է նա ընդհանրապես ունակ ընդհանուր մոբիլիզացիայի պարագայում ապահովել իր վրա դրած երկիրը պաշտպանելու պարտականությունները...
Մենք թվաքանակով փոքր ազգ ենք, ու մեզ համար ռազմական գործողությունների վերսկսման դեպքում ամեն հերոսական քայլ ունենում է լրջագույն անդրադարձ: Իրականում մեզ ռազադաշտում նահատակ հերոսներ պետք չեն: Մեզ պետք են քաղաքացիներ, ովքեր հստակ գիտեն իրենց անելիքը ռազմական գործողությունների պարագայում: Պարզ է, որ դրա համար ժամանակ է պետք, սակայն պետք է օր առաջ սկսել ու երկար-բարակ քննարկումներ չանել, քանզի պատերազմը վաղուց ծեծում է մեր դուռը, իսկ մենք ծանր ու թեթև ենք անում:
Կարծում եմ՝ այս ուղղությամբ առաջին ու կարևոր քայլերից մեկը բուհ-երում ռազմական ամբիոնների վերաբացումն է, ուսանողների ու դասախոսների համար ռազմական հմտությունների անցկացման պարտադիր դասընթացների անցկացումը: Եթե բանակը ազգինն է, ազգն էլ՝ բանակինը, ապա բոլորս մեկի պես պետք է ունակ լինենք խնդիրները լուծելու: Իսկ դա նշանակում է, որ առանց ռազմական առումով գրագետ ու հմտություն ունեցող քաղաքացու ազգ-բանակը չի կարող իրողություն դառնալ:
Հ.Գ. Այս մասին շատ է խոսվել, ինքս էլ բազմիցս եմ անդրադարձել: Ինչ-որ հատվածային քայլեր արվել են, սակայն պատերազմով երկրում դա բավարար չէ: Ասում եմ՝ հետո հանկարծ խոսքով ընկնենք, ուշ չլինի:
