Արմեն Վարդանյանը ֆեյսբուքյան իր էջում գրում է.
Հայաստանը ագրոկենսաբազմազանության կարևոր կենտրոն է համարվում։ Հողագործությունը և այգեգործությունն այստեղ զարգացել են մի քանի հազարամյակ շարունակ։ Հայաստանը եղել է առաջին երկրներից մեկը, որտեղ զարգացել է գյուղատնտեսությունը:
Գյուղատնտեսության վերականգնման ու վերակառուցման համար Հայաստանում պայմաններ են ստեղծվել 20-րդ դարի 20-ականներին: Հենց այդ ժամանակահատնվածից սկսված՝ իրականացվել են ոռոգման, հողաբարելավման, այգետնկման խոշոր ծրագրեր, որոնց շնորհիվ հանրապետության ագրոպարենային ոլորտն աստիճանաբար դարձել է տնտեսության առաջատար ճյուղերից։ Ոլորտի զարգացմանը նպաստել են նաև սննդի և թեթև արդյունաբերությունների ծավալների ընդլայնումը։
ՀԽՍՀ ագրարային ոլորտում ճգնաժամային իրավիճակ է ստեղծվել 1988-ի դեկտեմբերի 7-ի աղետալի երկրաշարժի հետևանքով։ Երկրաշարժի, ԽՍՀՄ-ի փլուզման, Ղարաբաղյան հակամարտության, տրանսպորտային ուղիների շրջափակման, տնտեսության համակարգային փոփոխությունների, անցումային փուլում կատարված սխալների և դժվարությունների պատճառով ոլորտում ի հայտ են եկել մի շարք հիմնախնդիրներ։ Մասնավորապես՝ հողի սեփականաշնորհումից հետո խաթարվել է սպասարկման և ագրովերամշակման համակարգը, լուրջ կորուստներ են ունեցել ենթակառուցվածքները։ Գյուղացիական տնտեսությունների փոքր չափերը, խոշոր հողակտորների մասնատումը լրջորեն արգելակել են արտադրության կազմակերպումը և արդյունավետ տնտեսվարումև ու ինտենսիվ տեխնոլոգիաների կիրառումը։ Գյուղատնտեսության և գյուղի զարգացման, երկրի պարենային անվտանգության ապահովման համար ՀՀ Կառավարությունն իրականացնում է պետական աջակցության բազմաբնույթ ծրագրեր՝ օգտագործելով պետական բյուջեի միջոցները, արտաքին փոխառություններն ու դրամաշնորհները։
Ժամեր առաջ վարչապետ Կարապետյանի մոտ գյուղատնտեսական մթերքների արտադրությամբ և վերամշակմամբ զբաղվող մի շարք ձեռնարկությունների ներկայացուցիչների հետ հանդիպման ժամանակ քննարկվել են գյուղատնտեսության ոլորտում առկա խնդիրներն ու զարգացման ուղիները: Գործադիրի ղեկավարը փաստել է, որ պետք է կանգնել պոտենցիալ հաջողակի, բեռ վերցնողի կողքին, որպեսզի համատեղ ձևավորվի ոլորտի ստրատեգիան:
Հանդիպման ընթացքում բարձրաձայնվել են գյուղոլորտում արտադրող ձեռնարկությունների, ջերմոցային տնտեսություների գործունեությանն առնչվող խնդիրներ, մասնավորապես՝ գյուղմթերքների արտահանմանը, ներմուծմանը և իրացմանը, ինչպես նաև մաքսային վարչարարությանը, պետություն-մասնավոր հատված համագործակցության մեխանիզմներին վերաբերող հարցեր:
Գյուղմթերքի արտադրման համակարգի բարելավումը պահանջում է հուսալի գործող վերամշակում, վարկեր և ապահովագրություն, շուկաների նկատմամբ ճիշտ կողմնորոշում, տեխնիկական և խորհրդատվական օգնություն: Այս համակարգը չնայած արդեն 10 տարուց ավելի գործում է հանրապետությունում, բայց այդպես էլ չի գտել կենսական դառնալու մեխանիզմներ և կարողանում է գոյությունը պահպանել միայն պետության և միջազգային կազմակերպությունների աջակցության շնորհիվ:
