Կարծում եմ, որ 1000 դրամի հետ կապված, խնդիրը ոչ թե գումարն է, որը նախատեսված է մեր վիրավորված զինվորների և զոհված ազատամարտիկների ընտանիքների համար, այլ ՎՍՏԱՀՈՒԹՅՈՒՆԸ: Վստահության առումով լրիվ համամիտ եմ մեր հասարակության այն հատվածի հետ, որն արդեն ոչ մի հարցում չի հավատում իշխանություններին: Ավելին՝ ինքս այդ հատվածի ներկայացուցիչ եմ: Բայց

ժողովու՛րդ ջան, այդ դեպքում եկեք քննարկենք ոչ թե 1000 դրամը, այլ այն մեխանիզմները, որոնց պարագայում այդ գումարների յուրաքանչյուր լուման կհասնի հասցեատերերին: Չեմ կասկածում, որ բողոքողների մեծ մասը այս կամ այն ձևով տարբեր ժամանակահատվածներում ոչ թե 1000 կամ 10000 դրամով են օգնել մեր զինվորներին ու բանակին, այլ շատ ավելի շատ: Ապրիլի քառօրյա պատերազմի ժամանակ իշխանությունների հանդեպ վստահությունը շատ ավելի քիչ էր, բայց բոլորն էլ ինչ-որ բանով սկսեցին օգնել բանակին և զինվորներին... Կարծում եմ, որ իշխանությունները օրինագիծը ներկայացնելիս պետք է հանդես գային օրենսդրական փաթեթով, որտեղ զուգահեռ պետք է ներկայացված լինեին նաև վերահսկողությունն ու պատժամիջոցները: Ես իրավաբան չեմ, բայց եթե ինձ մնա, քրեական օրենսգրքում կավելացնեմ մի հոդված, որ բանակի յուրաքանչյուր լուման ոչ նպատակային օգտագործելու համար, պարզ ասած՝ գողանալու համար, կնախատեսեմ առավելագույն պատիժը՝ զմահ բանտարկություն՝ որպես Հայրենիքին դավաճանության հավասար արարք:
