Պաշտպանության նախարարի նախագծի խնդրահարույց կետերը

Մեր նախորդ դիտարկմամբ անդրադարձանք Պաշտպանության նախարարի առաջարկած նախագծի և ուժային և ոչ միայն ուժային համակարգերում հնարավոր տեղաշարժերին։ Ստորև կցանայինք քննարկել այս նախագծի մի շարք պրակտիկ կողմերը, որոնք այնքան էլ չեն բխում հենց նախագծի շահերից։

Նախ և առաջ բավական անհասկանալի է մնում, թե ինչ է իրենից ներկայացնելու այդ հազար դրամը։ Այն կարծես թե հարկատեսակ չէ, սակայն այս դեպքում եթե հարկատեսակ չէ, ապա ինչու է այն պարտադիր։ Նույն սկզբունքով՝ եթե ստեղծվելու է հիմնադրամ այդ փոխանցումների համար, ապա ինչ բովանդակություն է ունենալու այն, քանի որ հիմնադրամները որպես կանոն հիմնված են կամավորության սկզբունքների վրա համենայնդեպս գոնե արտաքուստ։ Հենց այս հարցերի առկայությունն արդեն իսկ առաջացրել է հստակ հանրային դժգոհություն։

Մյուս կողմից մամուլում և սոցիալական այլ հարթակներում արդեն իսկ բավական խոսվել է ֆիքսված գումարի չափի մասին, համաձայն որի և բարձր և նվազագույն աշխատավարձ ստացողները նույն հազար դրամն են փոխանցելու։ Սա բավական լուրջ խնդիր է նաև հենց գումարի չափի տեսանկյունից, քանի որ ինչքան էլ մենք նշենք, որ 1000 դրամը մեծ գումար չէ, այն կազմում է Հայաստանում նվազագույն աշխատավարձի 2 տոկոսը, իսկ գործնականում կազմում է այն ուղեվարձը, որը միջին աշխատողը ծախսում է մեկ շաբաթ քաղաքային տրանսպորտով  գործի գնալու համար։

Այս հարցերին ի դեպ, հստակ պատասխաններ չկան, քանի որ նախագիծը բավական անմշակ տեսքով է մատուցվել, չի բացառվում, որ այդ անմշակությունը նաև միտումնավոր է արված։ Սակայն սա այլ խնդիր է։

Հաջորդ լուրջ խնդիրը, որն առաջանում է, դա զուտ պետության գործառույթների շուրջ է։ Ըստ էության բանակին պետական բյուջեից հատկացվում են գումարներ, որպես կանոն պատերազմակն վիճակում գտնվող երկրներում այդ գումարները գերազանցում են պաշտոնական թվերը և սա նորմալ է բոլոր երկրների համար։ Սակայն պարզվում է, որ այդ միջոցները բավական չեն Պաշտպանության նախարարի առաջարկած համակարգի ներդրման համար։ Նման դեպքերում արդեն պետության հիմնական գործառույթը պետք է լիներ այդ միջոցների համար տարբեր աղբյուրների փնտրտուքը, տնտեսության զարգացումը, արդյունաբերության հիմնումը և այլն։ Սակայն մեր իրականության մեջ պետությունը միանգամից հայաքն ուղղում է քաղաքացու գրպանին, ընդ որում պետք է շեշտել, որ այստեղ էականը գումարի քանակը չէ, այլ հենց պետության վարքագիծը։ Այստեղ արդեն հարց է առաջանում ինչ քայլեր է փորձել պետությունը, փորձել է արդյոք թե ոչ, արդյոք նախագծի մշակման փուլում քննարկվել են այդ միջոցների հավաքագրման այլ տարբերակներ։ Սրանք կարևոր հարցեր են, որոնց պատասխանից լրջորեն կախված է հանրային մոտեցումն այս նախագծին։

Վերջապես իշխանության և վարչակարգի նկատմամբ ներկայիս հասարակական անվստահության պայմաններում հստակ չէ, թե  որոնք են լինելու այն քայլերը, որոնց շնորհիվ այս համակարգը կունենա կատարյալ թափանցիկություն։ Հարկ է շեշտել, որ թափանցիկության և հրապարակայության կատարյալ լինելը այստեղ պարտադիր պայման է, քանի որ ըստ նախարարի իր առաջարկած նախագիծը ազգ-բանակ հայեցակարգի մի մասնիկն է կազմում։ Հասկանալի է, որ նման հայեցակարգում ցանկացած կասկածելի կետ, ցանկացած կոռուպցիոն ռիսկ կամ ստվերային ֆինանսական գործարք անդառնալի հարված է կարող է հասցնել ոչ միայն նախարարի առաջ քաշած հայեցակարգին, այլև ընդհանրապես պետականության հիմքերին և բանակին։

Հենց այս հարցերի պատասխանից է կախված լինելու հանրային վերջնական կարծիքը առաջարկվող նախագծի վերաբերյալ, հակառակ դեպքում այն շարունակելու է ընկալվել որպես բյուջեն լցնելու և քաղաքացուց հավելյալ գումար շորթելու  պրիզմայով։
