Կառավարման համակարգում տեղի ունեցող վերջին փոփոխությունները նոր փուլ են մտնում: Պետական համակարգի տարբեր օղակներում տեղի ունեցող կադրային և կառուցվածքային թարմացմանը զուգահեռ՝ անցում է կատարվում նաև գործառութային լիազորությունների հստակեցմանը:

Կառավարման համակարգի մի շարք կառույցների լիազորությունները ժամանակի ընթացքում ուռճացվել են: Նրանց իրավասության տակ են մտել նույնիսկ այնպիսի գործառույթներ, որոնք հեռու են իրենց գերատեսչական ֆունկցիաներից: Այսպիսի պետական կառույցների գործունեությունը չի կարող էֆեկտիվ լինել: Ճկուն կառավարման ապարատ ստեղծելու համար անհրաժեշտ է, որ պետական մարմինները գործեն հստակ լիազորությունների շրջանակում և կարճ ժամկետում ամբողջական լուծում տան իրենց ոլորտին վերաբերող խնդիրներին: Կառավարման համակարգը առավել էֆեկտիվ դարձնելու խնդիրը լուծելու հարցը ծառացած է նաև նոր կառավարության առջև: Այս ուղղությամբ արդեն իսկ քայլեր են կատարվում:

Կարեն Կարապետյանը արդարադատության նախարարին հանձնարարել է երկշաբաթյա ընթացքում ներկայացնել նախագծերի փաթեթ, որի համաձայն՝ դադարեցվելու են նախարարությանը վերապահված մի շարք գործառույթներ, իսկ ստուգումների անցկացման գործառույթը վերապահվում է ՊԵԿ-ին: Արդարադատության ներքին խնդիրների պատշաճ իրականացման համար անհրաժեշտ վերահսկողական գործառույթները վերապահվում են արդարադատության նախարարության աշխատակազմի վերահսկողության ծառայությանը:

Ենթադրվում է, որ ավելորդ գործառույթների խնդիրը կհստակեցվի նաև այլ գերատեսչությունների պարագայում:
