Օբյեկտիվ, լրիվ եւ բազմակողմանի նախաքննության նպատակով ՀՀ հատուկ քննչական ծառայություն ուղարկված քրեական գործի նախաքննությամբ հիմնավորվել է, որ 2014 թվականի սեպտեմբերի 26-ին Հարություն Մկրտչյանին շտապօգնությունը Երեւանի Թումանյան փողոցից տեղափոխել է «Արմենիա» բժշկական կենտրոն, եւ վերջինիս բուժօգնություն ցույց տալու նպատակով պառկեցրել են վերակենդանացման եւ սուր թունավորումների բաժանմունքի հիվանդասենյակում: Շուրջ 10 րոպե անց Հ. Մկրտչյանը հանկարծակի անջատել է ձեռքին միացրած կաթիլայինը,  վեր կացել, անհասցե հայհոյանքներ հնչեցնելով՝ կաթիլայինի համար նախատեսված մետաղյա ձողով հարվածներ է հասցրել հիվանդանոցի անվտանգության աշխատակից Վրեժ Ղ.-ի մարմնի տարբեր մասերին, կոտրել հիվանդասենյակում դրված սեղանը եւ պահարանի ապակիները, բռունցքով հարվածներ է  հասցրել օգնության հասած մեկ այլ անվտանգության աշխատակից Գեւորգ Մ.-ին, ապա կիսամերկ վիճակում դուրս եկել հիվանդասենյակից: Հ. Մկրտչյանը շարունակելով անհասցե հայհոյանքներ հնչեցնել` վազել է դեպի միջանցքում դրված թթվածնի գլանանոթը, վերցրել է այն ու նետել իրեն հետապնդող անվտանգության աշխատակիցների ուղղությամբ:

Այդ ժամանակ հերթապահ բժիշկը բաժանմունք է կանչել հիվանդանոցում ծառայություն իրականացնող ոստիկանության ծառայող Դավիթ Վ.-ին: Վերջինս հասկանալով, որ անհրաժեշտության դեպքում միայնակ չի կարող կանխել Հարություն Մկրտչյանի ագրեսիվ վարքագիծը, զանգահարել եւ հիվանդանոց է կանչել ոստիկանության ծառայողների, միաժամանակ, Հ. Մկրտչյանին բացատրել է, որ բաժանմունքում բազմաթիվ ծանր հիվանդներ կան, եւ չի կարելի նման պայմաններում աղմուկ բարձրացնել: Այդ պահին Հ. Մկրտչյանին է մոտեցել ընկերը՝ Արգիշտի Գոմցյանը, նրան ինչ-որ բան է շշուկով ասել, որից հետո Հ. Մկրտչյանը  բռունցքով հարվածել է ոստիկանության ծառայող Արթուր Ե.-ի դեմքին՝ նրա առողջությանը պատճառելով ծանր վնաս, իսկ երբ ժամանած մյուս ոստիկանները փորձել են դադարեցնել նրա ապօրինի վարքագիծը, Հ. Մկրտչյանը ընկերոջ՝ Ա. Գոմցյանի հետ ձեռքերով եւ ոտքերով հարվածներ է հասցրել ոստիկաններին:

Ոստիկանության աշխատակիցները ստիպված են եղել Հարություն Մկրտչյանի եւ Արգիշտի Գոմցյանի նկատմամբ ֆիզիկական ուժ գործադրել՝ վերջիններիս կողմից խուլիգանական գործողությունները դադարեցնելու եւ ցույց տրված դիմադրությունը կոտրելու համար:

Ոստիկանները Հ. Մկրտչյանին եւ Ա. Գոմցյանին տեղափոխել են  հիվանդանոցի ընդունարան, որտեղից Հարություն Մկրտչյանը փախուստի փորձ է կատարել՝ բռունցքով հարվածներ հասցնելով փախուստը կանխել փորձող ոստիկանության աշխատակից Հովհաննես Ղ.-ի գլխին:

Քրեական գործի նախաքննության ընթացքում Հարություն Մկրտչյանին մեղադրանք էր առաջադրվել ՀՀ քրեական օրենսգրքի 258-րդ հոդածի 4-րդ մասով, 316-րդ հոդվածի 2-րդ մասով եւ 112-րդ հոդվածի 2-րդ մասի 2-րդ կետով, իսկ Արգիշտի Գոմցյանին՝ ՀՀ քրեական օրենսգրքի 316-րդ հոդվածի 1-ին մասով:

ՀՀ հատուկ քննչական ծառայությունում ավարտվել է հիշյալ քրեական գործի նախաքննությունը: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին՝ այն հաստատելու եւ դատարան ուղարկելու համար:
