Պետության տնտեսական զարգացման տեսանկյունից չափազանց կարևոր է գործարար միջավայրի բարելավումը: Կարծում եմ՝ պետությունը մշտապես պետք է նախաձեռնի քայլեր, մշակի մեխանիզմներ գործարար աշխարհին աջակցելու համար:
Երեկ գործադիրի նիստի ժամանակ Կարեն Կարապետյանը Կենտրոնական բանկի նախագահ Արթուր Ջավադյանին առաջարկել էր առևտրային բանկերի հետ քննարկել օրինապահ հարկատուների հետ արտոնյալ պայմաններով աշխատելու հարցը: Գործադիրը նպատակ ունի հարկատուների դասակարգում մտցնել և տալ օրինապահ հարկատու կարգավիճակ: Սա նշանակում է, որ եթե հարկատուն ունի նման կոչում, որակավորում, իրեն բանկերը կվերաբերվեն արտոնյալ պայմաններով:
Այս պրակտիկան արդեն մեկ անգամ կիրառվել է արտահանող կազմակերպությունների համար, այդ դեպքում բանկերն ավելի լայն հնարավորություն են ունենում, և վարկերի հասանելիությունը միանգամայն խորանում է: Այլ կերպ ասած՝ բանկերը կարողանում են ավելի մատչելի պայմաններով և հեշտ ու ավելի արագ վարկեր տրամադրել:
Մեխանիզմի կիրառումից հետո թե ինչ արդյունքներ հնարավոր կլինի արձանագրել, կարծում եմ՝ վաղ է խոսել, սակայն փաստենք, որ վերջին շրջանում փորձարկվում են որոշակի գործիքներ, որոնք միտված են թեկուզ չնչին, բայց դրական փոփոխությունների:
