Պարտադիր ինտերնատուրա՝ սպայական կոչման համար

Բանակի հզորացման համար կարևոր է ռազմաբժշկության մակարդակի բարձրացումը և որակյալ մասնագետների պատրաստումը: Կասկած չկա, որ ռազմաբժիշկների առաջնահերթ խնդիրը պետք է լինի զինվորական ծառայության իրականացումը և բանակի պահանջների բավարարումը: Այս առումով առանցքային դեր ունի նրանց ծառայության և սպայական աստիճանի շնորհման կարգը բարելավելուն ուղղված քայլերը:
Ռազմաբժիշկների ծառայության կազմակերպման տեսանկյունից խնդրահարույց հարցերից մեկը ռազմաբժշկական բնույթի ռազմաուսումնական հաստատություններ ավարտած և հետուսումնական պայմանագրային զինվորական ծառայություն անցնելու պարտավորություն ունեցող զինծառայողների սկզբնական սպայական կոչման շնորհման գործընթացն է: Գործող կարգի համաձայն՝ ստեղծվում է մի իրավիճակ, երբ զինծառայողը ռազմաբժշկական բնույթի ռազմաուսումնական հաստատությունն ավարտելուց հետո օրենքի ուժով ստանալով սպայական կոչում` հրաժարվում է ինտերնատուրա ընդունվելուց կամ ինտերնատուրայում սովորելու ընթացքում հրաժարվում է ուսումնառությունից, ինչի արդյունքում հնարավոր չի լինում նշված անձին նշանակելու իր ստացած բժշկական կրթությանը համապատասխանող սպայական պաշտոնի:
Բացի այդ՝ այս իրավական բացն օգտագործվում է նաև ռազմաբժշկական բնույթի ռազմաուսումնական հաստատություն ավարտած որոշ զինծառայողների կողմից` զինվորական ծառայությունից վաղաժամկետ ազատվելու համար:
Այս խնդիրը կարգավորելու նպատակով գործադիրը հավանություն է տվել մի նախագծի, որով նախատեսվում է ռազմաբժշկական բնույթի ռազմաուսումնական հաստատություններում սովորող զինծառայողների համար պարտադիր զինվորական ծառայության ժամկետում ներառել նաև ինտերնատուրայում ուսումնառության ժամկետը և նրանց սկզբնական սպայական կոչում շնորհել ինտերնատուրան ավարտելուց հետո:
