Պետության տնտեսական զարգացումը կախված է բազմաթիվ հանգամանքներից: Չափազանց կարևոր է բարելավել գործարար միջավայրը՝ արտոնություններ տալով բարեխիղճ բիզնեսներին: Նոր կառավարության ձևավորումից հետո վերջինիս առաջարկած 6-ամսյա ծրագրից ու հայտարարություններից արդեն իսկ կանխատեսելի էր, որ գործադիրի հիմնական նպատակներից է լինելու նաև գործարար միջավայրի բարելավումը:

Սա դեռ միայն մնում էր խոսակցության մակարդակում և մշուշոտ էր, թե ինչ գործիքակազմ է պատրաստվում օգտագործել կառավարությունն այս խնդրի լուծման համար: Այսօր կառավարության նիստի ժամանակ անդրադարձ է կատարվել այս խնդրին: Վարչապետի կողմից առաջարկվել է առևտրային բանկերի հետ քննարկել օրինապահ հարկատուների հետ արտոնյալ պայմաններով աշխատելու հարցը: Առաջարկությունը հետևյալն է՝ ՊԵԿ-ն ուզում է հարկատուների դասակարգում մտցնել և տալ օրինապահ հարկատու կարգավիճակ: Եթե հարկատուն ունի նման որակավորում, բանկերը նրան կվերաբերվեն արտոնյալ պայմաններով: Վարչապետը առաջարկել է ԿԲ նախագահին առևտրային բանկերի ղեկավարների հետ քննարկել այդ հարցը:

Նման մեխանիզմ կիրառվել է արտահանող կազմակերպությունների համար: Այս պայմաններում բանկերի կողմից տրվող վարկերը դառնում են ավելի հասանելի, բանկերը հնարավորություն են ունենում ավելի մատչելի պայմաններով և ավելի արագ վարկեր տրամադրել թափանցիկ կազմակերպություններին: Ջավադյանը նշել է, որ խթանելու նպատակով իրենք կարող են որոշակի փոփոխություններ անել կանոնակարգերում և ռիսկային կշիռները բանկերի համար նվազեցնել. «Մենք դա արդեն իսկ կիրառել ենք, մի փոքր աշխատանքը բանկերի հետ թափանցիկ կազմակերպություններին միանշանակ կխթանի»:

Թե ինչպես այս մեխանիզմը կաշխատի, ցույց կտա ժամանակը, սակայն փաստը մնում է փաստ, որ պետությունը փորձարկում է տարբեր գործիքներ բիզնես միջավայրը բարելավելու համար:
