Արդեն տեղեկացրել ենք, որ Նուբարաշեն ՔԿՀ-ում գտնվող ցմահ դատապարտյալ Արսեն Գասպարյանը հացադուլ էր սկսել, նա քրեակատարողական հիմնարկի տեղաբաշխման հանձնաժողովի նախագահ Ռաֆայել Հովհաննիսյանին նամակ է գրել՝ խնդրելով, որ իրեն տեղափոխեն Արմավիր ՔԿՀ, սակայն մերժում է ստացել պատճառաբանությամբ, որ այնտեղ տեխնիկական աշխատանքներ են կատարվում ցմահ դատապարտյալների խցերի հետ կապված, հետեւաբար` իրեն առայժմ չեն կարող տեղափոխել: 

Իր խնդրանքին լուծում չտալու պատճառով դատապարտյալը նամակներ է գրել Արդարադատության նախարար Արփինե Հովհաննիսյանին և նախագահ Սերժ Սարգսյանին, Սերժ Սարգսյանին գրված նամակում նշել է, որ իր մահվան մեջ մեղադրել Արդարադատության նախարար Արփինե Հովհաննիսյանին և տեղաբաշխման հանձնաժողովի նախագահ Ռաֆայել Հովհաննիսյանին, և որպես բողոքի արտահայտում` կարել է բերանը, հայտարարել է ջրադուլ և շարունակում է հացադուլը:

ՀՀ ԱՆ քրեակատարողական վարչության հանրային կապերի բաժնից մեզ հայտնեցին, որ Արսեն Գասպարյանի տեղաբաշխման հարցն արդեն լուծված է, Արսենին կտեղափոխեն Արմավիր ՔԿՀ, բայց հիմա այնտեղ կատարվում են տեխնիկական աշխատանքներ, այդ իսկ պատճառով տեղափոխումը չի կատարվում, այնուհետև ավելացրին՝ Արսենը Արմավիրի ՔԿՀ-ի դատապարտյալ է արդեն, որոշումը կա:
