Որքան մոտենում է սահմանադրական փոփոխությունների փուլը, այնքան ակտիվանում են խոսակցությունները, որ հետաքրքիր իրավիճակ է լինելու Շիրակի և Լոռու մարզերում: Մասնավորապես Շիրակում, որտեղ իշխանությունը վերջին երկու ընտրություններում խնդիրներ ունեցավ:

Պարզ է, որ Շիրակում չկա մեկ ուժ կամ պաշտոնյա, որ կարողանա միայնակ, սահուն կերպով անցկացնել սահմանադրական այո-ն, այստեղ խնդիրը ձևաչափն է, թե ինչպես պետք է բաշխվի պատասխանատվությունը: Նախկին քաղաքապետ Վարդան Ղուկասյանը, որն իր թիմակիցների շրջանում բացեիբաց հայտարարում է, թե սահմանադրական փոփոխությունների՝ Գյումրիում տապալումից հետո իր գործերը լավանալու են: Նա հույս ունի, որ տապալումից հետո վատ արդյունք ցույց տվածներից մեկին փոխարինելու հնարավորություն կառաջանա: Իսկ ձախողումներ հաստատ կլինեն, քանզի որևէ մեկը՝ ո՛չ մարզպետը, ո՛չ քաղաքապետ Բալասանյանը, ո՛չ Մարտուն Գրիգորյանը, ո՛չ մանկավարժականի ռեկտոր Վարդևան Գրիգորյանը չունեն բացարձակ ազդեցություն:

«Ժողովուրդ»-ը տեղեկացավ, որ մարզպետ Ֆելիքս Ցոլակյանն առաջարկել է ստեղծել մեկ միասնական շտաբ իր գլխավորությամբ, որտեղ մյուսները կլինեն իր տեղակալները, և կգործի ընդհանուր պատասխանատվության սկզբունքը, մանավանդ որ փոքր քաղաքում տակից միմյանց դեմ աշխատողներին բացահայտելը խնդիր չի լինի: Հակառակ պարագայում Վարդանիկին կարիերայի թռիչքներ են սպասում, ընդ որում, ամենալայն ամպլիտուդայով՝ մարզպետ, քաղաքապետ, պատգամավոր, նույնիսկ … ռեկտոր»:
