Հայաստանի տնտեսության ճյուղային կառուցվածքի ձևավորումը տեղի է ունեցել ԽՍՀՄ տնտեսության կառուցվածքի հենքի վրա: Քանի որ Սովետական Հայաստանի տնտեսությունը մեծ չափով հիմնված էր միջհանրապետական կապերի վրա, ապա 1990-ականների սկզբին դրանց խզման և կապիտալիստական աշխարհատնտեսությունում անկախ ՀՀ-ի ընդգրկման արդյունքում ոչ բոլոր ճյուղերը շարունակեցին գոյատևել, առավել ևս զարգանալ նախկին մասշտաբներով:

1990-1993թթ. ընթացքում ՀՆԱ-ն նվազեց ավելի քան 2 անգամ՝ 1993թ. կազմելով 1990թ. մակարդակի միայն 46.9%-ը: Տրանսպորտային շրջափակման և վառելիքի ներմուծման ծավալների խիստ կրճատման, ինչպես նաև հայկական ատոմակայանի փակման պատճառով նույն ժամանակահատվածում էլէներգիայի արտադրությունը պակասեց 46%-ով: Ճիշտ է, հետո՝ սկսած 1994թ., տնտեսական խոր անկումը փոխարինվեց աճով, ինչը շարունակվում է մինչև այժմ (բացառությամբ 2009թ. անկման), սակայն տնտեսության կառուցվածքի որակի առումով արձանագրված հետընթացն ակնհայտ է:

Աճի հիմնական գործոնների շարքում կարելի է առանձնացնել տնտեսության և կենսագործունեության մեկնարկային պայմանների կայունացումը` շնորհիվ միջազգային դրամաշնորհների և արտոնյալ վարկերի, ռազմավարական նշանակության ենթակառուցվածքներում (էներգետիկա, տրանսպորտ և հեռահաղորդակցություններ), լեռնահանքային արդյունաբերությունում և արդյունաբերության առաջնային մշակման ճյուղերում կատարված օտարերկրյա ներդրումները, ինչպես նաև մասնավոր տրանսֆերտների աճող ծավալները: Եթե կառուցվածքային առումով փորձենք բնորոշել հայաստանյան հասարակության հետխորհրդային զարգացումը, ապա պետք է հաստատել, որ այն ինդուստրիալ հասարակությունից վերափոխվել է ագրարայինի:

1990-ական թվականներին նորանկախ ՀՀ-ն ապրեց ոչ միայն տնտեսական, այլև սոցիալական խոր անկում, որի ամենաավերիչ դրսևորումներից էին բնակչության զանգվածային աղքատացումը և եկամուտների բաշխման կառուցվածքի վատթարացումը: Ըստ 1988թ. տվյալների՝ աղքատության գծից ցածր եկամուտ էր ստանում Խորհրդային Հայաստանի բնակչության միայն 20%-ը:

ՀՀ տնտեսական աճը շարունակում է մեծ չափով կախված մնալ միջազգային վարկերից, սփյուռքի և արտասահմանյան ծագում ունեցող օժանդակությունից, մասնավոր տրանֆերտներից և հանքարդյունաբերության ընդլայնումից, որոնք երկարաժամկետ հեռանկարում խոցելի են դարձնում տնտեսական զարգացումը:

Այս կառավարության խնդիրը՝ կայուն աճի համար հիմքեր ստեղծելն է: Հասարակության աջակցությունը կա՝ մնում է արմատական փոփոխությունների գնալ, իսկ դրա համար և ցանկություն է պետք և կամք և ռեսուրսներ:
