Ընտրությունների մոտենալուն զուգահեռ քաղաքական կյանքը Հայաստանում գնալով ակտիվանում է: Դա երևույթ է, որը բնորոշ է բոլոր պետություններին ու բոլոր տեսակի հասարակություններին՝ անկախ քաղաքական մշակույթից ու պատմականորեն ձևավորված ինստիտուտներից: Տարբերությունը կայանում է ավելի շատ այդ քննարկումների օրակարգի ու ոճի մեջ:

Ինչ եղանակով և ինչ օրակարգ է ձևավորվում ու ովքեր և ինչպես են բանավիճում: Բովանդակային քննարկումների բաղադրիչը այսօրվա մեր քաղաքական կյանքում, թերևս, ցանկալի չափերի դեռ չի հասել ու գերիշխող է մնում բամբասանքախառը, իրականության ու դեպքերի աղավաղված քննադատությունը: Բայց ընդունենք՝ դա էլ է ժամանակի խնդիր:

Թեև, այսօրվա բազմազան խնդիրների հրատապության պարագայում այդ ժամանակը մենք չունենք, ու, կառավարության ծրագրերի բովանդակային ու լայն հասարակական քննարկումն առավել քան անհրաժեշտ է: Մինչդեռ պետք է նկատել, որ հասարակության ուշադրությունն ավելի շատ կենտրոնացած է վարչապետի՝ ՀՀԿ-ին անդամակցության խնդրի վրա: Արդյո՞ք սա այն կարևորագույն խնդիրն է, կամ արդյո՞ք դրանով կարելի է պայմանավորել կառավարության արդյունավել կամ ոչ արդյունավետ գործունեությունը:

 Եթե հատկապես հաշվի ենք առնում հաճախակի հնչող այն հայտարարությունները, թե կառավարությունը իշխող կուսակցության կառավարությունն է, պարզ է դառնում, որ կուսակցության անդամակցությունը դառնում է ֆորմալ բնույթ կրող զուտ քաղաքական ակտ՝ որը կառավարության ծրագրերի արդյունավետության հետ բնավ կապ ունենալ չի կարող: Բայց, մյուս կողմից կարող է կարևորվել վարչապետի լծակների ուժեղացման տեսանկյունից: Քանի որ քաղաքական գործընթացներում կան մի շարք հարցեր, որոնց լուծումը պահանջում է ոչ միայն ի պաշտոնե վերապահված լծկների գործադրում, այլև կուսակցական, զուտ քաղաքական ամուր հենարան ու քաղաքական սեփական թիմի ակտիվություն:

Այս առումով, քաղաքական գործընթացները կարծես տրամաբանական ընթացք են ստանում: Քանի կառավարության գործունեությունը լայն թափ է հավաքում ու առնչվում է ՀՀ-ում տնտեսական ու քաղաքական գործընթացների վրա լուրջ ազդեցություն ունեցող անձանց շահերին, քանի այդ առնչությունները վերածվում են հակասությունների, այնքան քաղաքական թիմի անհրաժեշտությունը դառնում է օրվա խնդիր: Գուցե այս ամենով էլ պայմանավորված է վարչապետ Կարապետյանի՝ ՀՀԿ-ին անդամակցության մասին լուրերի ակտիվացումը:
