Զգալիորեն ավելացված սոցվճարներ` բանակում

Սոցիալական խնդիրներին ուղված պետական քայլերը տարեցտարի հանդիպում են նոր մարտահրավերների: Դժվար տնտեսական պայմաններն էլ ավելի են բարդացնում արդյունավետ լուծումներ գտնելու պրոցեսը: Սոցիալական ապահովության մասով պետության առաջնային ուշադրության կենտրոնում պետք է լինեն զինծառայողները: Վերջին ժամանակներում զինծառայողներին աջակցության նպատակով կառավարության կողմից իրականացվել են մի շարք ծրագրեր: Այնուամենայնիվ Հայաստանի տնտեսության պայմաններում, ակնհայտ էր, որ զինվորների աջակցության խնդիրն ակնկալում է նոր, ավելի էլաստիկ լուծում:
Հատկապես ապրիլյան կարճատև պատերազմից հետո բավականին շատ է խոսվում ազգ-բանակ «երկխոսության» մասին: Կառավարության առջև էլ խնդիր էր դրված. գտնել հարցի լուծման արդյունավետ մեխանիզմներ:
Եվ ահա գտնվել է բանաձև, որով 2017թ. հունվարի 28-ից՝ բանակի 25-րդ տարեդարձի օրվանից ծագող դեպքերի համար կնախատեսվեն նոր, զգալիորեն ավելացված վճարներ: Զոհված և առաջին կարգի հաշմանդամություն ստացած զինծառայողի ընտանիքները կստանան միանվագ 10 մլն. դրամ ապահովագրական վճար: 2-րդ կարգի հաշմանդամություն ստացած զինծառայողին կհատկացվի միանվագ 5 մլն. դրամ ապահովագրական վճար: Զոհվելու կամ առաջին կարգի հաշմանդամություն ստանալու դեպքում ամսական ապահովագրական վճարները կկազմեն` 300 հազար դրամ սպայական անձնակազմի, 250 հազար դրամ ենթասպաների և 200 հազար դրամ շարքայինների դեպքում: Բացի այդ տրված գումարը, որպես ապահովագրական վճար, կվճարվի 20 տարի շարունակ՝ կազմելով սպայական անձնակազմի համար 82 մլն. դրամ, ենթասպայական անձնակազմի պարագայում՝ 70 մլն. դրամ և շարքայինների դեպքում՝ 48 մլն. դրամ:
Այսինքն, պետությունը մշակել է բանաձև, ըստ որի, բանակաշինության ու զինծառայողների վիճակի բարելավման նպատակով ներգրավվում են նաև քաղաքացիները: Սա հենց ազգ-բանակ համագործակցության լավագույն դրսևորումներից է, երբ ամբողջ հասարակությունը պետության հետ կիսում բանակի սոցիալական բեռը: Սրանից բացի, այսօր քննարկումներ են ընթանում պարզելու համար, թե ի՞նչ մեխանիզմներ կարելի է ներդնել, որպեսզի հնարավոր լինի բարելավել նաև նախկինում զոհված զինվորների, սպաների ընտանիքների վիճակը: Հաշվարկվում է, թե արդյո՞ք հնարավորություն կա ինչ-որ չափով բարձրացնելու վճարները:
Ինչ վերաբերում է նվազագույն աշխատավարձ ստացողներին, ապա նախատեսվում է այնպես անել, որ նրանց վրա այդ ամսական հազար դրամ վճարը չանդրադառնա:
