Ակնարկ
Ժամանակակից Հայաստանում շատ-շատերի կյանքն արդեն վաղուց հնարավոր չէ պատկերացնել առանց «Ֆեյսբուք»-ի: Այն այսօր վերածվել է ապրելակերպի, հիվանդության, աշխատավայրի, ժամանցի ձևի, բիզնեսի դաշտի ու ինքնահաստատման ու «հայրենիք պաշտպանելու» շահեկան հարթակի.... Ու այս ամենով հանդերձ՝ այն շատ կարևոր միջոց/մեխանիզմ է հանրային ընկալման ու իրազեկման տեսնակյունից...
Արդեն վաղուց ՖԲ-ն մեզանում դարձել է նաև պետական/ հանրային կառավարչական գերատեսչությունների տեղեկատվության տարածման ու PR դեպարտամենտների գործունեության կարևոր գործիք: Այսօր այդ ոլորտների պատասխանատուների ՖԲ-յան ակտիվությունից, առկա խնդիրների վերաբերյալ պարզաբանումներից ենք մենք հաճախ տեղեկանում այս կամ այն խնդրի, նրա լուծման գործընթացների և ընդհանուր առկա օրակարգի վերաբերյալ: Այսինքն՝ այսօր առնվազն ներհայաստանյան գործընթացներում հանրային իրազեկման առումով ՖԲ-ն ունի գրեթե անփոխարինելի դերակատարում:
Մի քանի օր առաջ ՖԲ-ն հերթական անգամ լավ չէր աշխատում: Խնդիրներ էին առկա հաղորդագրություն փոխանցելու, որոշ մասնագիտական խմբերում նյութեր տեղադրելու հետ: Տեղեկատվության փոխանակման օպերատիվ այլ ձևեր՝ էլ-փոստեր, «sms» հաղորդագրությունների տարածման որևէ տարբերակ նույնպես չկար: Տեղեկատվական նման վակուումը մի բան փաստեց, որ հաճած մենք էլ չենք պատկերացնում, թե մեր աշխատանքային գործունեությունը որքան է ուղղակիորեն առկախված ՖԲ-ից: Դա առանձնահատուկ խնդիրների պատճառ կարող է լինել հատկապես վերոնշյալ պրոֆիլային պետական/հանրային հիմնարկներում, ուր ՖԲ-ի տեխնիկական խնդիրները կարող են հանգեցնել հանրային իրազեկման և տեղեկատվության տարածման անհնարինության իրավիճակի՝ դրանից բխող տարբեր հետևանքերով: Ավելին՝ իրավիճակն առավել սուր կարող է դրվել հատկապես պատերազմական ակտիվ գործողությունների պարագայում, երբ օպերատիվ տեղեկատվության հասանելիությունն առանձնակի կարևոր է:
Այսինքն՝ ստացվում է մի վիճակ, երբ քաղաքացին ՖԲ-ն դիտում է որպես տեղեկատվության հասանելի աղբյուրի, ու երբ այն չի աշխատում, նա հայտնվում է տեղեկատվական վակուումի, անիրազեկվածության, անհասանելիության վիճակում: Իսկ սա պատերազմի մեջ գտնվող երկրի համար մտածելու ու լուծումներ գտնելու անհրաժեշտություն է ստեղծում:
