Մենք այսօր գտնվում ենք չորրորդ արդյունաբերական հեղափոխության արշալույսին: Չորրորդ արդյունաբերական հեղափոխությունը առանձնանում է նոր տեխնոլոգիական լուծումներով, որին հասնելու համար առանձնահատուկ դեր է ստանձնել տեղեկատվական և հեռահաղորդակցության տեխնոլոգիաների ոլորտը: Ներկայումս ՏՀՏ ոլորտը տնտեսության ամենարագ և դինամիկ զարգացող ճյուղերից մեկն է:
Աշխարհի բազմաթիվ երկրներ մեծ ռեսուրսներ, այդ թվում՝ ֆինանսական միջոցներ են ուղղում ոլորտի զարգացման համար՝ ներառյալ որակյալ մասնագետների պատրաստումը: Համաշխարհային տնտեսության աճի արագ տեմպերը վերջին տասնամյակների ընթացքում պայմանավորված են տեղեկատվական և բարձր տեխնոլոգիաների բնագավառում կատարված նորամուծություններով և տարբեր արդյունաբերական ճյուղերում դրանց կիրառմամբ: Ըստ Համաշխարհային տնտեսական ֆորումի զեկույցի (Global Information Technology Report 2016) տվյալների՝ Ֆինլանդիան, Շվեյցարիան, Իսրայելը, Սինգապուրրը, Նիդերլանդները և ԱՄՆ-ը այն հիմնական երկրներն են, որ տնտեսության մեջ ՏՀՏ ոլորտում արված ներդրումները մեծ արդյունքներ են գրանցել:
Տեղեկատվական և բարձր տեխնոլոգիաների ոլորտում Հայաստանը առաջատար դիրքեր է զբաղեցնում տարածաշրջանում, ինչը պայմանավորված է Հայաստանի ունեցած բավականին բարձր մրցակցային ներուժ ունեցող աշխատուժով, ՀՆԱ-ում ունեցած ՏՀՏ ոլորտի մասնաբաժնով, ինչպես նաև ընկերությունների թվի ու ընդհանուր շրջանառության աճի տեմպերով: Հայաստանում մրցակցային բարձր առավելություններ ունեցող տեխնիկական աշխատուժի շնորհիվ ՏՀՏ խոշոր ընկերությունների և վերազգային կազմակերպությունների համար նպաստավոր ու շահավետ ներդրումային պայմաններ են ապահովվում: ՏՀՏ ոլորտում տարեկան 1700 բարձր վարձատրվող աշխատատեղեր են ստեղծվում տեխնիկական մասնագետների համար:
Հաշվի առնելով Հայաստանի մեծ ներուժը՝ ՏՀՏ ոլորտի զարգացման ուղղությամբ անհրաժեշտ է ապահովել «երկրորդ շունչ»: Դրա համար անհրաժեշտ է ունենալ համակարգված ծրագիր, որը կներառի նաև պետության խթանիչ դերը ՏՀՏ ոլորտին տրամադրվող բարենպաստ պայմաններ ապահովելու, ինչպես նաև ուսումնական հաստատություններում ՏՀՏ կրթական ծրագրերի իրականացման հնարավորությունները բարձրացնելու ուղղությամբ:
Այս խնդիրների քննարկման համար նախօրեին վարչապետ Կարեն Կարապետյանը խորհրդակցություն է հրավիրել, որին մասնակցել են պատասխանատու նախարարներ և ՏՀՏ բնագավառի ընկերությունների ներկայացուցիչներ: Վարչապետը հանձնարարել է տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարին համատեղ աշխատել ՏՀՏ ոլորտի ներկայացուցիչների հետ, հստակ ձևակերպել համատեղ անելիքները, մշակել և ներկայացնել նպատակային միջոցառումներով ու կիրառական արդյունքներով կոնկրետ ծրագրերի առաջարկներ: Նոր առաջարկներից է կախված, թե որքանով հնարավոր կլինի զարկ տալ ՏՀՏ ինդուստիայի ամենահեռանկարային ուղղություններին:
