Հայաստանի կրթության և գիտության նախարար Լևոն Մկրտչյանը խորհրդարանում ներկայացրեց այն ծրագրերը, որոնք նախարարությունը պատրաստվում է իրականացնել 2017թ. ընթացքում: Ազգային ժողովում ՀՀ պետական բյուջեի նախագծի քննարկման ժամանակ կրթության նախարարն ընդգծեց, որ կլինեն շարունակական ծրագրեր, ինչպես նաև կիրականացվեն ծրագրեր, որոնք բխում են նոր կառավարության ծրագրից: «Հանրակրթության բնագավառը մեր բյուջեի մ եծ հատվածն է զբաղեցնում: Մենք այստեղ ունենք մի քանի կարևոր հարցեր: Մենք շատ կարևորում ենք դպրոցական սննդի ծրագիրը, որը մեծ նշանակություն ունի ոչ միայն դաստիարակության իմաստով: Ծրագիրը բացարձակ հաջողված է: Մենք այս տարվա բյուջեով  կարողավել ենք այս տարի մի մարզում ևս ներառել ծրագիրը: Պետք է կարողանանք աստիճանական քայլերով հասնել նրան, որ այս կարևոր ծրագիրը հասանելի դարձնենք մեր հանրապետության բոլոր կրտսեր դպրոցներում»,- «Արմենպրես»-ի հաղորդմամբ՝ ասաց Մկրտչյանը:

Նախարարը կարևորեց նաև Համաշխարհային բանկի վարկային ծրագրով իրականացվող նախակրթարանների ծրագիրը: Նրա խոսքով՝ նախակրթարանների ծրագրի համար գումարն ունեն, իրականացվում է ծրագիրը, սակայն կան խնդիրներ կապված համաֆինանսավորման հետ:  Նախարարությունը բանակցում է Համաշխարհային բանկի հետ համաֆինանսավորման խնդիրները կարգավորելու համար:

Լևոն Մկրտչյանն անդրադարձավ նաև դպրոցներում իրականացվելիք բարեփոխումներին: Նախարարը հիշեցրեց, որ Հայաստանում դպրոցական համակարգի բացարձակ մեծամասնությունը փոքր աշակերտության թիվ ունեցող դպրոցներն են՝ համոզմունք հայտնելով, որ այս դեպքում մեխանիկական օպտիմալացման եղանակը չի կարող աշխատել: «Սա ենթադրում է ամբողջովին էլեկտրոնային ուսուցման ներդրում: Հիմա մենք բանակցում ենք դոնոր կազմակերպությունների հետ այս խնդիրը լուծելու ուղղությամբ: Մենք ամբողջությամբ նոր մակարդակի պետք է հասցնենք էլեկտրոնային կրթության համակարգը: Այս հար ցում պետք է կարողանանք համագործակցել ոլորտի խնդիրներով մտահոգ և կայացած հասարակական կազմակերպությունների հետ»,- շեշտեց ՀՀ ԿԳ նախարարը:

Նախարարը կարևորում է նաև դպրոցների ֆինանսավորման նոր մեխանիզմների մշակումն ու ներդրումը: Լևոն Մկրտչյանն այն կարծիքին է, որ ըստ աշակետների թվի ֆինանսավորման համակարգն այնքան էլ արդյունավետ չէ, քանի որ այդ մեխանիզմն աշխատում է միայն աշակերտների մեծ և փոքր թիվ ունեցող դպրոցների համար, իսկ Հայաստանում դպրոցների մեծ մասը աշակերտների միջին թիվ ունեցողներն են, ուստի հարկավոր է հստակեցնել դպրոցների ֆինանսավորման մեխանիզմները:

Եզրափակելով խոսքը՝ Լևոն Մկրտչյանն ասաց, որ 2017թ. բյուջեով ՀՀ կրթության և գիտության նախարարությանը հատկացվելիք միջոցները բավարար կլինեն շարունակական հիմք ունեցող գիտական և կրթական ծրագրերը շարունակելու և կառավարության ծրագրից բխող ծրագրերը իրականացնելու համար:
