Հայաստանում ցանկացած խնդիր, փոփոխություն կամ բարեփոխում իրականացվում է պաշտոնատար անձի կարգադրությամբ։ Սա, անշուշտ, բխում է առկա հայաստանյան վարչակարգի բովանդակությունից և շատ հաճախ չի կարող համարվել դրական երևույթ, քանի որ հաճախ բարձրաստիճան պաշտոնյան կարող է դուրս գալ իր լիազորությունների շրջանակներից և հանդես գալ իր գործառույթներից դուրս հանձնարարականներով։ Սակայն նման իրավիճակի սթափ գնահատականը ցույց է տալիս, որ դա մի կողմից վնասում է պետական կառույցների կայացմանը, մյուս կողմից՝ գործնական հարթություն բերում որոշակի արդյունքներ, որոնք բխում են հանրային շահից։ Մոտավորապես հենց այս սկզբունքով Երևանը կարծես վերջապես ազատվում է «Գազելների» բալաստից։ Նման զարգացումն ակնհայտ է, որ անմիջականորեն բխում է Սերժ Սարգսյանի համապատասխան հանձնարարականներից, որոնցով նա հանդես եկավ նախագահականում անցկացված խորհրդակցության ժամանակ։

Պետք է շեշտել՝ Երևանում երթևեկության կազմակերպման նոր՝ առաջարկվող տարբերակը իրավամբ կարելի է համարել այս ոլորտում արմատական բարեփոխում, քանի որ «Գազելների» վերացումը, տրանսպորտի տոմսերի միասնական համակարգի անցումը և բոլոր այն փոփոխությունները, որոնք լինելու են քաղաքային երթևեկության ոլորտում, առավել քան արդիական են։ Բացի այս, վերջապես քաղաքապետարանը «կանգնեց» ճիշտ ուղու վրա՝ խոստովանելով, որ ներկայիս երթևեկության համակարգը ֆիզիկապես և բարոյապես ավելի քան հնամաշ է և օգտագործման համար անպիտան, այսինքն՝ նույն քաղաքապետարանն անուղղակի կերպով խոստովանում է, որ ուղևորափոխադրման թանկացումը նույնպես չէր կարող այս ոլորտում իրավիճակ փոխել։

Իհարկե, այստեղ բազմաթիվ հարցեր են առաջանում, թե ինչու է մինչ օրս քաղաքապետարանը հանդես եկել կրավորական կեցվածքով, ինչի արդյունքում հաճախ նաև հայտնվել սկանդալների կենտրոնում, մասնավորապես երթուղայինների տոմսերի թանկացման մասին բոլոր նախաձեռնությունների ու խոսակցությունների պարագայում, մյուս կողմից՝ լավ է ուշ, քան երբեք։ Միանշանակ, դրական պետք է գնահատել մայրաքաղաքում նման բարեփոխման պատրաստակամությունը։ Անշուշտ, արդյունքների մասին շատ վաղ է դատել, քանի որ հաճախ լավագույն նախաձեռնություններն անգամ վատ իրականացման կամ վերահսկողության պայմաններում վերածվում են հասարակական չարիքի։ Այս տեսանկյունից արդեն նոր տրանսպորտային համակարգի ներդրումը յուրօրինակ փորձաքար կարող է դառնալ և՛ քաղաքապետարանի, և՛ կառավարության ու վերջինիս համապատասխան ստորաբաժանումների համար։
