ԴԱՀԿ-ի արգելանքը քաղաքացիներին անակնկալի չի բերի

Մանե Զաքարյանը ֆեյսբուքյան իր էջում գրում է.
Վերջին շրջանում հաճախակի են դարձել քաղաքացիների բողոքները՝ կապված վարչական տույժերի հարկադիր կատարման արգելանք դնելու հետ: Խնդիրն այն է, որ շատ դեպքերում քաղաքացիները պատշաճ չեն իրազեկվում, որ հարկադիր կատարման ծառայությունը արգելանք է դնելու, իսկ հետո, երբ տեղեկանում են հարկադիրի գործողությունների մասին, անակնկալի են գալիս և բողոքներ հղում համապատասխան պետական կառույցներին:
Խնդիրը հատկապես վարորդների մտահոգության առարկան է դարձել, քանի որ նրանք հաճախ գրանցված խախտումների արդյունքում ունենում են տուգանքներ՝ վարչական տույժերի տեսքով: Նրանք վարչական տույժերի մասին պատշաճ ծանուցման խնդիրը հաճախ են առաջ քաշում՝ որպես պետության կողմից կարգավորման ենթակա հարց:
Պետությունը արդեն իսկ գործի է անցել խնդիրը կարգավորելու ուղղությամբ: Հանրապետության նախագահը արդարադատության նախարարին հանձնարարել է ոստիկանության պետի հետ համատեղ քննարկել և 20-օրյա ժամկետում միջոցներ ձեռնարկել վարչական տույժերի հարկադիր կատարման հետ կապված արգելանք դնելու մասին պատշաճ ծանուցումն ապահովելու անհրաժեշտ գործիքակազմի ներդրման ուղղությամբ:
