Պետբյուջեի նախագծի հիմքում դրված է պետական պարտքի կայունության սկզբունքը

Հայաստանի ֆինանսների նախարար Վարդան Արամյանը ներկայացրեց այն հիմնական սկզբունքները, որոնք դրված են ՀՀ 2017թ. պետական բյուջեի նախագծի հիմքում: Ինչպես հաղորդում է «Արմենպրես»-ը, ՀՀ Ազգային ժողովում ՀՀ 2017թ. պետական բյուջեի նախագծի քննարկման ժամանակ ՀՀ ֆինանսների նախարար Վարդ ան Արամյանն ընդգծեց, որ պետական բյուջեի նախագծի հիմքում դրված առաջին սկզբունքն այն է, որ հարկավոր է ունենալ մակրոտնտեսական միջավայրին համահունչ պետական բյուջեի նախագիծ:
«Մակրոտնտեսական միջավայրի կայունության ապահովման սկզբունքը շատ կարևոր է մեր տնտեսավարող սուբյեկտների համար: Ներդրումների համար ևս կարևոր է մակրոտնտեսական միջավայրի կայունությունը»,- ասաց Արամյանը:
Երկրորդ կարևոր սկզբունքը պարտքի կայունությունն է: Նախարարի խոսքով՝ մակրոտնտեսական կայունության ամենակարևոր սկզբունքներից մեկը պարտքի կայունությունն է, դրա համար բյուջեն կազմվել է այնպես, որպեսզի միջնաժամկետ հատվածի համար հնարավոր լինի ունենալ կանխատեսելի և կառավարելի պարտք:
Երրորդ կարևոր սկզբունքը հարկային եկամուտների հավաքագրման մոտեցումներն են: Վարդան Արամյանն ասաց, որ տնտեսավարողների համար անհարկի և լրացուցիչ բեռ չի ստեղծվի: «Եթե իրականում դու ճիշտ չես գնահատում քո տնտեսության հնարավորությունները, վարչարարական գործիքները, եթե իրականությունից դուրս հարկային եկամուտներ ես նախատեսում, կարող ես շեղումներ ունենալ»,- նշեց նախարարը:
Չորրորդ կարևոր սկզբունքը պետության կողմից արդեն իսկ ստանձնած և շարունակական բնույթ կրող պարտավորությունների իրականացումն է: Արամյանը տեղեկացրեց, որ միջազգային կառույցները հաջորդ տարի համաշխարհային տնտեսության համար աճի մի փոքր արագացում են կանխատեսում: Նրա խոսքով՝ Ռուսաստանի տնտեսության համար ևս դրական աճ է կանխատեսվում այն ամենից հետո, երբ մասնագետները հայտարարել էին ,թե ՌԴ տնտեսությունն արդեն հասել է հատակին: «Բնականաբար, սա մեզ վրա դրական է ազդելու: Նավթի շուկայում ևս միջազգային կառույցները գների որոշակի աճ են կանխատեսում& raquo;,- եզրափակեց Վարդան Արամյանը:
Ազգային ժողովի մշտական հանձնաժողովները սկսել են ՀՀ 2017թ. պետական բյուջեի նախագծի քննարկումը: Քննարկման մեկնարկին ելույթ է ունեցել նաև ՀՀ վարչապետ Կարեն Կարապետյանը:
