«Ժողովուրդ» թերթը գրում է. «ՀՀ կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանը մշտապես համարվել է Հայաստանի իշխանական բուրգի ամենակրթված ներկայացուցիչներից մեկը: Սակայն ոչ ոք չի կարող պնդել, որ ինտելեկտուալ լինելը նաեւ ազնիվ եւ կոռումպացված չլինելու երաշխիք է:
Մասնավորապես, Դավիթ Հարությունյանի կողմից վերջերս հեղինակած նախաձեռնություններից մեկը` պետական կառավարման համակարգի աշխատակիցների համար ավիատոմսերի ձեռքբերման նոր ներդրված համակարգը, ավելի շուտ լավ մշակված եւ հղկված կոռուպցիոն «սխեմա» է հիշեցնում:
Ինչպես հայտնի է՝ մեկ ամսից ավել է, ինչ պետական պաշտոնյաներն իրենց գործուղումների համար ավիատոմսերը կարող են ձեռք բերել բացառապես govtravel.am ինտերնետային կայքի միջոցով: Նոր համակարգի հետ կապված ոչ մի խնդիր չէր լինի, եթե այն նախկին գործողի՝ տուրիստական գործակալություններից ավիատոմսեր գնելու գործընթացի հետ զուգահեռ ներդրվեր, այդ դեպքում ակնհայտ կդառնար. տուրիստական ընկերություննե՞րն են էժան ավիատոմս առաջարկում, թե՞ վերը նշված էլեկտրոնային համակարգը:
Սակայն, չգիտես ինչու, ոչ թե մրցակցային տարբերակն ընտրվեց, այլ ավիատոմսի բոլոր գնումները մեկ խողովակով իրականացնելու տարբերակը: Ու այս տարբերակը «ԷԿԵՆԳ» ՓԲԸ-ի համար տարեկան մոտ 150 մլն դրամի լրացուցիչ եկամուտ է ապահովում: «Ժողովուրդ»-ին հայտնի դարձավ, որ այս ընկերության տնօրենը Արթուր Թունյանն է, որը Դավիթ Հարությունյանի ամենամերձավոր անձանցից է:
Նոր համակարգի միջոցով հսկայական եկամուտներ կստանա նաեւ իսպանական «Ամադեուս» ընկերության ռուսաստանյան ներկայացուցիչը` «Ամադեուս-ինֆորմացիոն տեխնոլոգիաներ» ՍՊԸ-ն: Տեղեկացնենք, որ այս ընկերության ղեկավարների մեջ եւս հայերի դեռեւս անհայտ անուններ կան: Իսկ թե ինչո՞ւ, թերեւս միայն կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանին է հայտնի»:
