Զոհված զինծառայողների վերաբերյալ տեղեկությունները հասանելի են ծնողներին և հանրությանը. ՀՀ պաշտպանության փոխնախարար

ՀՀ պաշտպանության փոխնախարար Արա Նազարյանը պարզաբանել է զինված ուժերում գրանցված մահվան ելքով դեպքերի վերաբերյալ տեղեկատվություն ստանալու կարգը: Պատասխանելով «Հայ զինվոր» թերթի հարցին. «Արդյոք զոհված զինծառայողների հարազատները կամ քաղաքացիական հասարակության անդամներին արգելվում է տեղեկատվություն ստանալ զինված ուժերում գրանցված մահվան ելքով դեպքերի վերաբերյալ», ՀՀ պաշտպանության փոխնախարար Արա Նազարյանը նշել է, որ խոսքը վերաբերում է ՀՀ պաշտպանության նախարարի 09.07.2015թ. թիվ 9-Ն հրամանով հաստատված «ՀՀ ՊՆ համակարգի գաղտնագրման ենթակա տեղեկությունների ընդլայնված գերատեսչական ցանկին»:
«Հարկ է նկատել, որ վերջին մի քանի տարիների ընթացքում համացանցում հրապարակվում են տեղի ունեցած դժբախտ պատահարների և մահվան ելքով դեպքերի մասին` նշելով նաև դեպքին առնչվող որոշակի հանգամանքներ: Դրա վկայությունն է նաև ՀՀ ՊՆ կողմից վերջին օրերին տեղի ունեցած դեպքերի վերաբերյալ տեղակատվության տրամադրումը:
Հետևաբար, այն դիրքորոշումը, որ հրամանով արգելվում է զոհված զինծառայողների հարազատներին կամ քաղաքացիական հասարակության անդամներին տեղեկատվություն ստանալ ԶՈՒ-ում գրանցված մահվան ելքով դեպքերի վերաբերյալ, չի համապատասխանում իրականությանը և հրամանի տրամաբանությանը:
Եվ մարտական և ոչ մարտական պայմաններում զոհված զինծառայողների վերաբերյալ տեղեկությունները հասանելի են թե ծնողներին և թե հանրությանը:
Գաղտնիք է համարվում ոչ թե կոնկրետ դեպքը, այլ՝ «Զորքերում տեղի ունեցած արտակարգ դեպքերը, պատահարները, ինչպես նաև դրանց պատճառները բացահայտող ամփոփ տեղեկությունները` ըստ տեղեկատվության գաղտնիության աստիճանի` պայմանավորված ռազմաքաղաքական և օպերատիվ իրադրության փոփոխությամբ»:
Այս հանգամանքն անտեսվում է հրամանի դրույթների՝ յուրովի մեկնաբանման ժամանակ:
Ծնողները զրկված չեն տեղեկատվություն ստանալուց նաև դեպքի կապակցությամբ հարուցված քրեական գործի քննության ընթացքում»,- ընդգծել է Արա Նազարհանը:
Ներկայացնելով իր դիրքորոշումը ՀՀ պաշտպանության նախարարի 09.07.2015թ. թիվ 9-Ն հրամանը դատական հայցով վիճարկելու վերաբերյալ, նա նշել է, որ ՀՀ քաղաքացիական օրենսդրության համաձայն` քաղաքացիները և իրավաբանական անձինք իրենց պատկանող քաղաքացիական իրավունքները` ներառյալ դրանց պաշտպանության իրավունքը, իրականացնում են իրենց հայեցողությամբ և օրենքով սահմանված կարգով: «Ուղղակի ցանկալի է, որպեսզի հայցապահանջների իրավական հիմքերը լինեն հիմնավորված«- պարզաբանել է ՀՀ պաշտպանության փոխնախարարը:
