Մշակվում է քաղծառայողների աշխատանքի արդյունքների գնահատման նոր համակարգ

ՀՀ քաղաքացիական ծառայության խորհրդում այսօր Համաշխարհային բանկի ներկայացուցիչների հետ կայացած աշխատանքային հանդիպման ընթացքում քննարկվել են «Զարգացման քաղաքականության գործառնության» (ԶՔԳ) ծրագրի երրորդ փուլի շրջանակում իրականացվող քաղաքացիական ծառայության գրավչության բարձրացման և քաղաքացիական ծառայողների կատարողականի գնահատման համակարգի կատարելագործման ուղղությամբ իրականցվող գործընթացները:
Այս մասին հայտնում են ՀՀ քաղաքացիական ծառայության խորհրդից։
ՀՀ ՔԾԽ նախագահի տեղակալ Սամվել Վասիլյանը ներկայացրել է ՀՀ կառավարության հետ ներկայումս քաղաքացիական ծառայողների կատարողականի գնահատման մշակվող նոր մոդելի ընդհանուր նկարագիրը, կառուցակարգը, այն հիմնական սկզբունքները, որոնք ընկած են լինելու գնահատման ցուցանիշների, չափորոշիչների, ինչպես նաև արդյունքների հստակեցման և սահմանման հիմքում:
Նախատեսվում է, որ վերջնական մշակումից հետ նոր մոդելը կարող է փորձնական կիրառության մեջ դրվել արդեն 2016թ, որի արդյունքների հիմա վրա կատարվելիք շտկումներից հետո 2017թ. այն լիարժեքորեն կներդրվի քաղաքացիական ծառայության համակարգում ընդգրկված մարմիններում:
ՀՀ ՔԾԽ նախագահ Մանվել Բադալյանն ընդգծել է քաղաքացիական ծառայողների աշխատանքի արդյունքների և նրանց անձնական որակների, հմտությունների գնահատման մեխանիզմները զուգահեռ և ներդաշնակ ներդնելու անհրաժեշտությունը` դրանք շաղկապելով ինչպես քաղաքացիական ծառայողների կարիերային աճի, այնպես էլ նրանց մասնագիտական թիրախային վերապատրաստումների, ֆինանսական խրախուսման կառուցակարգերի հետ: Նա նշել է նաև, որ իբրև համակարգի գրավչության բարձրացման և կատարվող բարեփոխումների արդյունավետության հիմնական որակական ցուցանիշ, կարող է դառնալ մասնավոր հատվածից դեպի քաղաքացիական ծառայության համակարգ կադրերի հոսքի դինամիկայի մշտադիտարկումը:
Համաշխարհային բանկի ԶՔԳ ծրագրի քաղաքացիական ծառայության բաղադրիչի մասով համակարգող Դոնատո դե Ռոսան նշել է, որ կատարվող գործընթացների մակարդակը ծրագրի չորրորդ փուլին անցնելու լավ նախադրյալներ են ստեղծում` ավարտելու համար քաղաքացիական ծառայության համակարգում սկսված բարեփոխումների ներկայիս շրջափուլը:
