Լայնամասշտաբ պատերազմի գինը Ադրբեջանի համար ավելացել է ու ավելի տեսանելի է դարձել: «Արմենպրես»-ի հաղորդմամբ՝ հոկտեմբերի 27-ին լրագրողների հետ հանդիպման ժամանակ նշեց քաղաքագետ Սերգեյ Մինասյանը:
«Ռազմատեխնիկական այն միջոցները, որոնք Հայաստանը ձեռք էր բերել և շարունակում է ձեռք բերել վերջին ժամանակները, հնարավորություն չեն տալիս լիովին խուսափել ցածր և միջին մակարդակի էսկալացիայից: Դա դասական իրավիճակ է, երբ երկրները կարող են ապահովել ռազմավարական զսպումը՝ օգտագործելով և՛ ռազմատեխնիկական, և՛ ռազմաքաղաքական միջոցներ, բայց եթե կողմերից մեկը դժգոհ է այս իրավիճակից, ապա փորձում է ինչ-որ ձևով գնալ ցածր մակարդակի էսկալյացիայի՝ դա օգտագործելով որպես քաղաքական լծակ»,- ասաց քաղաքագետը:
Ըստ Մինասյանի՝ ՀՀ զինված ուժերն ունեն բացարձակ առավելություն՝ օպերատիվ մարտավարական ժամանակակից միջոցների առումով:
«Իրականում ռազմաքաղաքական, ռազմատեխնիկական հավասարակաշտությունը բավական բարդ, բազմաստիճան հասկացություն է, որն իր մեջ ներառում է ոչ միայն ուղղակի տեխնիկայի քանակ և վիճակ, այլ նաև մարտունակություն, աշխարհագրական, պաշտպանական գծի առաձնահատկություններ, կառավարման միջոցներ, արտաքին դերակատարների ներգրավման հնարավարություն և այլն»,- ասաց քաղաքագետը:
Մինասյանի կարծիքով՝ Հայաստանի և Ադրբեջանի ռազմատեխնիկական և ռազմաքաղաքական հավասարակշռությունը գոյություն ունի, այլ բան է, որ այդ բալանսը երբեք չի եղել սիմետրիկ, միշտ եղել է ասիմետրիկ:
«Որոշ զինատեսակներով ադրբեջանական կողմը ունեցել է առավելություն՝ ռազմաօդային ուժեր, զրահատեխնիկայի ավելի մեծ քանակ, այն դեպքում, երբ հայկական կողմը ունեցել է հակաօդային պաշտպանության միջոցների առավելություն»,- նշեց քաղաքագետը:
Ըստ Մինասյանի՝ այդ բալանսը ընդհանուր առմամբ պահպանվում է, դրա հետ մեկտեղ վերջին ամիսներին հայկական կողմը ռազմատեխնիկական բաղադրիչների առումով ստացավ որոշ առավելություն:
«Դա չի վերաբերում «Իսկանդեր»-ին, քանի որ դրանք եղել են Զինված ուժերի զինանոցում մինչև ապրիլյան իրադարձությունները: Ապրիլյան իրադարձությունների բնույթը, որ եղել է չորսօրյա և չի անցել ռազմավարական մասշաբների, մեծ մասամբ պայմանավորված էր նաև «Իսկանդեր»-ի և այլ հեռահար հրթիռային կայանների առկայությամբ»,- եզրափակեց Մինասյանը:
