Պետությունն ուժեղացնում է «գրավիտացիոն դաշտը»

Անի Սանոսյանը ֆեյսբուքյան իր էջում գրում է.
Ցանկացած պետություն իր տնտեսական քաղաքականությունը մշակելիս առանձնահատուկ ուշադրություն է դարձնում ներդրումների ավելացմանն ուղղված ծրագրերին: Հայաստանի նման փոքր երկրում առանց ներդրումային դաշտի խթանման, չափազանց բարդ է ունենալ մեծ տնտեսական աճ: Այս առումով մեծ անելիքներ ունի պետությունը: Ներդրումային դաշտը գրավիչ դարձնելու համար մշտապես փորձարկվել են տարբեր մեխանիզմներ:
Այս թեման նոր ձևավորված կառավարությունը դիտարկում է որպես առաջնահերթություն: Գործադիրի ներկայացրած ծրագրի մեջ ներկայացված էին այն գործիքակազմերն ու քայլերի հաջորդականությունը, որը փորձելու է նոր կառավարությունն իրականացնել առաջիկա ամիսներին: Հատկանշական է, որ երեկ կառավարությունում տեղի ունեցած խորհրդակցության ժամանակ, ներդրումների վերաբերյալ տրվել են առանձին հանձնարարականներ:
Հատկանշական է, որ կառավարությունն այս առումով փորձում է համագործակցություն ստեղծել ներքին և արտաքին բլոկների միջև: Մասնավորապես հանձնարարականներ է տրվել ԱԳ նախարարությանը՝ դեսպանատների աշխատանքների գնահատման մեջ հաշվի առնել մի քանի ցուցանիշներ՝ ներդրումները տվյալ երկրից, առևտրային շրջանառությունը, արտահանումը, ներմուծումը, զբոսաշրջությունն այդ երկրի և մեր երկրի միջև: Տնտեսական զարգացման և ներդրումների նախարարությանն էլ հանձնարարվել է կանոնավոր կերպով տեղեկատվություն տրամադրել Հայաստանում իրականացվելիք ծրագրերի և նախագծերի վերաբերյալ, որպեսզի ՀՀ դեսպանատները, արտաքին բլոկը տեղյակ լինեն և որոշակիացնեն այդ նյութերի հետ աշխատանքը:
Բացի այս՝ Տնտեսական զարգացման և ներդրումների նախարարությանը հանձնարարվել է մարզպետների հետ համատեղ աշխատել յուրաքանչյուր մարզում բիզնես միջավայրի, աշխատատեղեր ստեղծելու ծրագրերի հետ կապված: Ձևավորել հարթակ և հետադարձ կապ, որի միջոցով գործարար համայնքը, հասարակությունը կարող են կապ հաստատել՝ ներկայացնելով իրենց առաջարկությունները, բողոքները, ծրագրերը, ինչպես նաև Հայաստանում հավատարմագրված դեսպանների, ֆինանսական կառույցների ներկայացուցիչների հետ նախաձեռնողական աշխատանքներ կազմակերպել՝ տեղյակ պահելով մեր ծրագրերի մասին: Տնտեսական զարգացման և ներդրումների նախարարությանն ու ՀՀ ԿԱ պետական գույքի կառավարման վարչությանը հանձնարարվել է համատեղ առաջարկություն ներկայացնել ներդրումային ֆոնդի ստեղծման, ինչպես նաև գույքի ներգրավման վերաբերյալ, գույք, որը կարելի է աշխատեցնել, և գույք, որը կարելի է օտարել՝ ֆինանսական միջոցներ ներգրավելու նպատակով:
Կարծում եմ՝ նոր կառավարությունն իր հիմնական լծակներն ու ամբողջ ներուժն առաջիկա ամիսներին օգտագործելու է ներդրումային դաշտը գրավիչ դարձնելու, բիզնես միջավայրը բարելավելու ուղղությամբ: Ինչպես կաշխատի այս մեխանիզմը, դեռ վաղ է հասկանալ, սակայն հույս ունենանք, որ այս ծրագրերով դեպի Հայաստան եկող ֆինանսական հոսքերը որոշակիորեն կավելանան:
