Հայաստանում դատապարտյալները մասնագիտական ուսուցում ստանալու հնարավորություն կունենան

Կառավարությունը նախատեսում է Հայաստանում դատապարտյալների համար մասնագիտական ուսուցում ստանալու հնարավորություն ստեղծել: Ազգային ժողովը քննարկում է «Զբաղվածության մասին» ՀՀ օրենքում փոփոխություններ կատարելու և ՀՀ քրեակատարողական օրենսգրքում փոփոխություններ և լրացումներ կատարելու մասին օրենսդրական փաթեթը: Հիմնական զեկուցողը՝ ՀՀ արդարադատության նախարարիտեղակալ Սուրեն Քրմոյանն ընդգծեց, որ օրենսդրական նախաձեռնության ընդունման անհրաժեշտությունը պայմանավորված է դատապարտյալների համար մասնագիտական ուսուցում ստանալու իրավունքի և դրա իրացումն ապահովելու մեխանիզմների ներդրմամբ: «Ներկայումս գործող օրենսդրությամբ ամրագրված իրավակարգավորումները դատապարտյալների համար նախատեսում են կրթություն ստանալու իրավունքը: Այսպես, ՀՀ քրեակատարողական օրենսգրքի 89-րդ հոդվածի 1-ին մասի համաձայն՝ ուղղիչ հիմնարկի վարչակազմը միջոցներ է ձեռնարկում դատապարտյալի հիմնական և հեռակա բարձրագույն, հետբուհաÕ �ան մասնագիտական կրթությունը կազմակերպելու համար: Այս առումով հարկ է նշել, որ դատապարտյալներին պատժի կրման, ինչպես նաեւ պատժից ազատելու դեպքում համապատասխան աշխատանքով ապահովելու և սոցիալական վերաինտեգրման նպատակով անհրաժեշտ է տրամադրել նաև մասնագիտական ուսուցում ստանալու լրացուցիչ հնարավորություններ. սույն նախագծերի ընդունման անհրաժեշտությունը պայմանավորված է դատապարտյալների համար կրթության և մասնագիտական ուսուցման լրացուցիչ երաշխիքներ ապահովելու անհրաժեշտությամբ»,- «Արմենպրես»-ի հաղորդմամբ՝ ասաց Քրմոյանը:
Նախագծերով առաջարկվող լրացումներով նախատեսվում է «Զբաղվածության մասին» ՀՀ օրենքով նախատեսված մասնագիտական ուսուցման ծրագրերում ընդգրկել նաև այն դատապարտյալներին, որոնց պատժի կրման ավարտին մնացել է վեց ամիս՝ համապատասխան լրացում նախատեսելով նաև օրենսգրքում: Առաջարկվում է նաև քրեակատարողական օրենսգրքում նախատեսել դրույթ՝ համաձայն որի ուղղիչ հիմնարկի վարչակազմը, բացի կրթությունից, ներքին կանոնակարգով սահմանված կարգով ապահովում է նաև դատապարտյալի մասնագիտական ուսուցումը:
Սուրեն Քրմոյանը, եզրափակելով խոսքը, նշեց, որ նախագծերի ընդունումը կապահովի պատժի հիմնական սկզբունքների արդյունավետ իրացումը, կնպաստի դատապարտյալների կողմից պատիժը կրելուց հետո հասարակություն հեշտ ինտեգրվելուն և հետագայում աշխատանքով ապահովվելուն, ինչպես նաև կնվազեցնի կրկնահանցագործության ռիսկը:
